Additional Property Attributes

Former Use: The Property currently contains four buildings that are 22,400, 10,720, 6,680 and 6,680 square feet in size and are primarily used for storage and vehicular maintenance on the William Paxton site. The remainder of the property is generally undeveloped and includes apparent wetland areas, portions of former landfills, wooded areas,and piles of construction / demolition debris. Former uses of the Property include the Toledo Boiler Works (circa 1905), Hausman Steel Company Plant Number 2 (circa 1936), TIM Dump Site (made up of the former Treasure Island, Manhattan, Columbus Street, Tuber, and Reasonover dumpsites). More recently a portion of the Property has been used for equipment storage and maintenance by B&P Wrecking. During Property reconnaissance, consultant identified multiple drums with listed and unknown contents, ASTs with listed and unknown contents, vintage transformers most likely containing PCBs, apparent mercury-vapor street lamps, and numerous areas of staining particularly on the Paxton parcels along Ontario Street.

On July 15, July 23, August 2, and August 3, 2021, The Mannik & Smith Group, Inc. (MSG) performed a Surface Water Delineation (SWD) for an approximately 90-acre undeveloped area located south and east of the Toledo Correctional Institution (Study Area), near the terminus of the Greenbelt Parkway (Rt. 25) and I280 in Toledo, Lucas County, Ohio. The Study Area is bounded by the Ann Arbor Railroad to the east, Ontario Street to the south, and Galena Street to the west. The purpose of a SWD is to identify any areas that may be considered a jurisdictional wetland or surface water, which are regulated under Sections 404 and 401 of the Clean Water Act or the State of Ohio's Isolated Wetlands Law and/or ephemeral streams permitting process.

MSG identified six (6) wetlands in the Study Area totaling 12.287 acres. A Jurisdictional Determination (JD) would be required from USACE to confirm the accuracy of this SWD and to determine whether the wetlands are federally regulated under Sections 404 and 401 of the Clean Water Act, or are otherwise isolated and subject to regulation under the State of Ohio's Isolated Wetland Law.

A preliminary JD was submitted to USACE on September 27, 2021 and on December 10, 2021 the USACE evaluated the aquatic resource delineation map and determined that the aquatic resource boundaries shown on the map accurately represent on-site conditions. No further advances regarding site redevelopment has occurred since report has been filed with ACE.

A remedial action plan was completed in February 2025. The remedial alternatives were evaluated based on effectiveness in meeting the remedial objectives, ability to be implemented, ability to meet project time constraints, and the intended future use of the Site. Soil removal would meet the project objectives by mitigating human health and environmental risks to commercial or industrial receptors posed by the lead present in Site soils proximate to SB-8 in the southeast portion of the Site to planned re-development activities. This
alternative would also not restrict any future planned commercial or industrial uses of the Site. Institutional Controls would ensure that the drinking water pathway remains incomplete for potential future commercial or industrial receptors.
