Additional Property Attributes

The subject property consists of four rectangular-shaped parcels developed with five buildings situated along the east side of N. Main Street. These four contiguous parcels total approximately 0.26 acres of land are bounded by N. Main Street (west), a city parking lot (east) and commercial buildings (north and south) in the central downtown commercial district of the City of Three Rivers. The subject property is developed with five three-story structures, two of which (15, 17 and 21 N. Main St.) also encompass multilevel basements. These parcels were originally developed in the late 1800s. The five buildings generally occupy the majority of the parcels, with a concrete sidewalk along N. Main Street, and a small grass-covered area located in the rear of the buildings to the west of the adjacent city parking lot. Future plans for the property consist of redeveloping the site for commercial use on the street level portion of the buildings and residential apartments on the upper level. The subject property 19 N. Main Street was historically occupied by a dry cleaner. Based on this historic use of the site Envirologic conducted Phase II sub-slab soil gas sampling in the basement of the former dry cleaner 19. N Main Street.

Former Use: The subject property was used for various commercial and residential purposes since the late 1800s. The historic presence of the dry cleaner located at 19 N. Main St. from at least 1947 to 1952 listed in historic city directories is considered a REC. Envirologic conducted sub-slab soil/gas sampling in the basement of the former Dry Cleaner.The analytical results indicate the presence of several VOCs in the soil gas samples collected from beneath the subslab of the basement. However, none of these VOC contaminants were detected at concentrations in excess of the current Residential Vapor Intrusion Shallow Soil Gas Screening Levels (May 2013). The results of the March 30, 2015 soil gas sampling event indicate that there was no fire or explosion risk or unacceptable vapor intrusion risk beneath the former dry cleaner structure at the time the soil gas samples were collected. Further, the data indicates that most of the VOCs that were detected were petroleum-based compounds, which would not be associated with dry cleaning operations and are not unexpected in an urban environment such as the location of the site. The low levels of tetrachloroethene and trichloroethene, which is used in dry cleaning, were not consistent across the site and were well below the screening levels.Based on the results of this investigation, it appears that the past use of the site as a dry cleaner has not created a condition where residents and workers would be exposed to unacceptable concentrations of contaminants. No further assessment of the site is warranted at this time.
