Additional Property Attributes

The property is currently occupied with two abandoned mobile homes. The northern mobile home is centrally located on the property while the southern mobile home is located near the southern property boundary. A gravel driveway leads west from South 9th Street (adjacent to the east of the property) towards the mobile homes. The western and southern portions of the property consist of wooded land, while the rest of the property consists of maintained grass. Ditches are located along the northern and eastern property boundaries. Cardno ATC observed orange-colored sediment located in the northern property ditch. According to Mr. Jack Gilfoy, Mayor of Clinton, this water comes from a vein of mine water. Mayor Gilfoy showed Cardno ATC a debris pile located in wooded area on the western portion of the property. The contents of the debris pile were difficult to observe because of snow ground cover. However, some of the items in the debris pile include tires, electronics, and furniture. According to Mayor Gilfoy, this pile has been used for dumping and burning. The presence of a debris pile used for dumping and burning represents a de minimis condition. Wastes from the debris pile need to be removed according to local, state, and federal regulations.
