IDEQ is currently (8-9-17) working with the property owner to file an environmental covenant on the property stating that: 1. There shall be no extraction of groundwater. 2. The Property, and any portion thereof, may be used for commercial and industrial uses only. The Property shall not be used for residential purposes, agricultural purposes, or any permanently occupied human habitation (including hotels or motels), school, day care or hospital use.

Former Use: The former Goodman Oil Company c-store and bulk plant operated from 1961 into the mid-1990�s. In December 2008 Goodman Oil Co. confirmed to DEQ the presence of petroleum contaminated soil discovered during the decommissioning of underground storage tanks. There are concerns about potential contaminants running into an adjacent property. Other potential sources of petroleum or other hazardous waste contamination include nine (9) 55-gallon drums that appear to be at least partially full of either petroleum product or some other possible hazardous waste. Some of these drums are bulging and some are rusted on the exterior. These drums need to be characterized and then properly disposed of along with the rest of the site. Goodman Oil Company did not pay property taxes for several years. In May 2014, Latah County foreclosed on the site. On June 4, 2014, Latah County auctioned off the former Goodman Oil site. The winning bid was submitted by Larry Germer. Mr. Germer is not liable because he is two-owner�s removed from Goodman Oil Company via Latah County�s involuntary acquisition. Germer�s redevelopment plan includes removing all concrete, metal and PCS. He will then bring in clean fill, demolish the smaller of the 2 bulk oil storage buildings and renovating the remaining building into office space. Additional plans included construction of several buildings for RV/Boat storage, standard-size storage-unit buildings and paving the access. Mr. Germer�s brownfield assessment is supported by the Greater Area Moscow Coalition which includes Latah County. The City of Moscow, and the Moscow Urban Renewal Agency.
