Additional Property Attributes

The Prairie Elementary School was built in 1956 by the Benedictine Sisters. In 1970-1971, Cottonwood School District #242 was formed and ownership of the school was transferred from the Benedictine Sisters to the District. In January 2010, the Idaho County Free Press reported the District proposed closure because of dwindling enrollment and funding reductions. An 18-month timeline was given to transition elementary students in the middle school building on East Street. The property was vacated in 2011 and has been on the market. As the District was preparing the former school for sale they applied to IDEQ's Brownfields Program to address potential asbestos building materials in the school. IDEQ's contractor completed a Phase I ESA in 2013 confirming asbestos containing building materials that included insulation, floor tile mastics, and lead-based paint. IDEQ's contractor then completed an Asbestos Inspection and Lead-Based Paint Sampling Report and an ABCA. In March 2017, IDEQ in collaboration EPA Region 10, CSRA and Vita Nuova came to Cottonwood to conduct a 2-day technical needs assessment with the community to determine potential re-use of the former Prairie Elementary School. EPA�s Land Revitalization team then helped assess market opportunities and limitations. They also provided on-the-ground evaluation by a real estate technical expert to develop different approaches to repurpose and reuse the property and building. Aided by this additional information, the IDEQ Brownfields program committed to cleaning up the asbestos, lead paint and mercury switch issues using EPA Brownfield State Response Program funding. In November 2017, IDEQ contractors spent approximately two weeks setting up the proper protocols, removing the internal building materials that contain asbestos, and transporting the materials to a disposal facility. With the asbestos materials properly removed, the cost of future reuse and redevelopment was reduced providing an incentive for potential buyers. On April 16, 2018, the District accepted the high bid of $210,000 der for the Prairie School buildings (not the gymnasium or parking lot) from local businessman Ryan Uhlenkott.
