Additional Property Attributes

The former Timber Treat Products (TTP) facility was constructed in the early 1970's by Mr. Vergie Broadfoot and operated as a copper-chromium-arsenate (CCA) post and pole wood-treatment facility. The operations ceased in 1980 when Mr. Broadfoot passed away, ownership of TTP was transferred into the Broadfoot Trust (Trust). In 2009, IDEQ completed a preliminary assessment of TTP. CCA contamination was found in the upper soil adjacent to the TTP buildings. In 2010, the Trust enrolled in IDEQ�s Voluntary Cleanup Program (VCP) for the remediation of the TTP site. The Trust hired a contractor to undertake a Phase II site assessment to characterize soil contamination and investigate groundwater contamination. Data gaps in the Trust�s Phase II resulted in IDEQ funding one of their contractors to undertake a Phase II to address those data gaps. IDEQ placed a lien on the TTP property for future reimbursement. The Trust also owned a separate 21-acre parcel that was selected for sourcing cover soils for remedial activities at TTP. The 21-acre parcel was entered into IDEQ's Brownfields program conducted a site investigation to determine whether it was appropriate for these soils to be used as a cover material for remediation of the adjacent property. Results indicated that the soils were suitable for their intended use as a soil cover. In 2013, a VCP Workplan was completed that involved placement of a clean, vegetated soil cover over the contaminated soils to prevent direct contact with the contamination. Residual concentrations of arsenic and chromium in the shallow groundwater exceed IDEQ groundwater standards. An Environmental Covenant (EC) was required to insure the integrity and ongoing effectiveness of the soil cover, to prevent exposure to groundwater and protect human health. In August 2017, the Trust sold all properties. The new owners are planning re-use and honoring the VCP EC conditions.

Former Use: The Broadfoot Trust Property (Property), Benewah County Parcel No.RP44N01W221900A is located �-mile south of Santa, Idaho, off of State Highway 3 and totals 21.07 acres. The Property is zoned commercial/industrial and is vacant, bare ground with no structures. The Property is situated to the northeast of the former Timber Treat Products (TTP) site, also owned by the Broadfoot Trust but a separate parcel, No. RP44N01W222000A. The TTP facility was constructed in the late mid-1970s and operated as a copper-chromium-arsenate (CCA) wood treatment facility. Wood treating operations at the Site ceased by 1980. TTP has soil contamination of heavy metals from the treatment of posts and poles with a process using CCA. The Broadfoot Trust is currently enrolled in IDEQ�s Voluntary Cleanup Program for the remediation of the TTP site. An area from the Broadfoot Trust Property was selected for sourcing cover soils for remedial activities at TTP. IDEQ's contractor conducted a site investigation to determine whether it is appropriate for these soils to be used as a cover material for remediation of the adjacent property. The Broadfoot Trust Property was divided into five sample zones based on site features and historical activities. Soil samples submitted for analysis were analyzed for total arsenic, copper, chromium, and hexavalent chromium. Results indicate that total arsenic, copper, and chromium, and hexavalent chromium concentrations are consistent with background concentrations previously measured at the site and are suitable for their intended use as a soil cover.
