Additional Property Attributes

The Phase I identified that the property operated as a grain storage facility during periods when chlorinated grain fumigant chemicals were in use and there is the potential that such chemicals could have been used at the site. The use of chlorinated grain fumigants such as carbon tetrachloride could have resulted in contaminated soil and groundwater. Subsurface contamination is suspected to be possible based on probable use of grain fumigants and the potential that such chemicals could have been spilled or released to the ground surface. Additionally, misuse of liquid grain fumigants could have occurred. Terracon recommends a subsurface investigation to evaluate whether potential releases from the historic operations have impacted the site. There is also an associated scale/scale pit located adjacent west of the office/feed store. Limited visual observations for asbestos and lead based paint were conducted. The following suspect ACMs were observed: 2�x4� Ceiling tile Building interior ceiling Friable; 12�x12� floor tile Building interior floor Non-friable; Carpet (associated glue) Building interior floor Non-friable; Popcorn ceiling Texture Building interior ceiling Friable; Gypsum wallboard Building interior walls Non-friable; Wall texturing on gypsum wallboard Building interior walls Friable; Linoleum countertops Building Interior Non-friable. The materials listed above were observed to be in good condition at the time of the site reconnaissance. An ACM Survey is recommended. Terracon visually assessed the interior and the exterior of the onsite building for visual evidence of potential lead-based paint (LBP). The following suspect LBP was observed at the onsite building: painted interior walls, interior painted ceilings, doors, door s, s, metal siding. The above mentioned painted materials were observed to be in good condition at the time of the site reconnaissance. Yellow parking blocks and a yellow bollard were also observed outside the structure. This limited visual observation for LBP is not considered to be comprehensive in nature, and the results are not intended to be used to determine lead hazards, develop abatement plans, or prepare detailed cost estimates for abatement. A LBP Survey is recommended. The historical use of the subject site as a grain storage facility and the associated scale/scale pit located adjacent west of the office/feed store represents a REC. In addition, the former use of the site by MFA Oil and the former railway located at the site are considered RECs. Potential ACM and LBP RECs also exist. Phase II Results Indicate: In soil, detections of arsenic were reported above the MRBCA DTLs and the Tier I residential surficial soil RBTLs but below the Tier 1 RBTL non-residential surface soil RBTL for arsenic, but below background. Detections of lead were reported above the MRBCA DTLs but below the Tier I residential surficial soil RBTLs. There were VOC detections of acetone and 2-butanone (MEK) in multiple samples below their respective MRBCA DTLs. For TPHs-Total petroleum hydrocarbons (GRO, DRO, and ORO) ORO was detected in sample B-3, at a concentration below the DTL. PAHs detected in samples B-3 (0-3), B-7 (0-3), and B-9 (6-8) below the MRBCA DTLs. There were no VOC or TPH detections in groundwater. PAHs were detected below MRBCA DTLs. No cleanup is required for soil or groundwater based on Phase II results however without LBP and ACM surveys it is unknown whether any building materials cleanup is required.

Former Use: Approximately 2 acre of land located at 307 E Locust Street in Lincoln, MO. Site has been developed land since at least 1912 when Producers Exchange operated a grain facility at the site called Producers Exchange N0. 84 Elevator & Feed Mill.
