HR Green issued a Phase I ESA on the subject property that revealed the presence of RECs. MSA Professional Services later completed an indoor air study on the property (August 2015). This Phase II ESA evaluated the results of the indoor air study. The findings and conclusion are summarized as follows: � Indoor Air: Sample results identified twenty-six (26) VOCs above laboratory method detection limits. Four (4) VOCs detected above an applicable EPA RSL at several sample locations. The concentrations detected present an unacceptable cancer and non-cancer risk for a site resident and an acceptable cancer and unacceptable non-cancer risk for site worker. The results of the study indicated that the subject property is not suitable for future occupied residential, commercial, or industrial purposes without indoor air mitigation efforts. As such, the report recommended that the facility�s indoor air turnover rate be increased to prevent unacceptable indoor air risks to site workers. Indoor air confirmations samples need to be collected by a Certified Industrial Hygienist experienced in the collection of worker exposure assessments. The QEP also recommended consulting a properly licensed engineer to design an appropriate engineering control for this structure. Controls may include, but are not limited to, a modified HVAC system with adequate air exchange rates or a properly sized vapor mitigation system. The QEP also recommended providing a copy of the report to Iowa Department of Natural Resources (IDNR) for guidance.

Former Use: The property operated as a plumbing supply warehouse for most of the 20th century. A retail flooring/carpet store has been on the site since 2003.
