Additional Property Attributes

A Phase I Environmental Site Assessment (ESA) completed in May 2015 indicated the presence of three Recognized Environmental Conditions (RECs). The Kansas City Sanitary Landfill/EPA Model Landfill is located in close proximity to the subject property. Because volatile organic compound (VOC) and metal contamination remains on the landfill site, the contamination associated with the landfill poses a vapor encroachment condition (VEC) to the subject property. Two drycleaners in close proximity represent a REC and a VEC to the subject property. A Phase II ESA was recommended to confirm the presence or absence of chlorinated solvents. Based on the age of the building, lead-based paint (LBP) and asbestos containing materials (ACM) were likely used in construction. Findings of the Limited Hazardous Materials Survey (HMS) indicated the presence of ACM in floor tile, ceiling texture, thermal systems insulation, and roof tar. No LBP exceeding 1.0 milligrams per square centimeter was present within the structure. The Property Conditions Assessment indicated that the structure is in poor physical condition; completion of the immediate critical repairs are estimated at $135,550. Findings of the Phase II ESA completed in March 2017 indicated that contaminants sampled in groundwater were below the applicable Missouri Department of Natural Resources levels. No further groundwater investigation was recommended. Redevelopment plans for the site include renovation of the building into a multi-use community service building, with kitchen, offices, free wi-fi location and educational program provider for the zip code of 66101.

Former Use: The subject property consists of one land parcel that encompasses approximately 0.27 acre in a residential area of Kansas City, Kansas. An approximate 5,100 square foot vacant partial two-story building with a partial basement is present on the property. The building was constructed in approximately 1920. It was previously used as a Veterans of Foreign Wars (VFW) building. The subject property was developed with a structure from at least 1907, with a church depicted on historical maps as early as 1907 until as late as 1963. The building was identified as Antioch Baptist Church from 1962 to 1975, the VFW in 1981, vacant in 1987, and the Hardiman-Crittenden Memorial Post 6994 VFW during the mid-1990s.
