The Safari Club property was identified in the Estacada Urban Renewal Agency�s 2015 strategic planning process as being a high priority for redevelopment as a mixed-use facility (ground floor commercial, upper two floors residential). The City of Estacada is considered purchasing the property and pursuing public-private partnerships to redevelop the site into a community asset. Prior to entering into a formal purchase and sale agreement, the City of Estacada requested assistance from DEQ�s Brownfield Program to conduct due diligence in the form of a Phase I ESA to determine if any environmental concerns are present on the property. The Phase I ESA was completed in November, 2015 with no recognized environmental conditions noted. The Phase I report did indicate that potential asbestos containing material in floor tiles could be present. Therefore, a hazardous building material survey is recommended prior to any renovation and/or demolition.

Former Use: Site Characteristics General Site Description: The property is located on the NW corner of SE 4th Street and Broadway in downtown Estacada. Prior to being vacated in April 2013 the 14,000 sf property was used as a restaurant, bar and nightclub. There have been several interior renovations and one addition to the structure. Propane tanks were located in the parking lot, which were removed by the City with the permission of the property owner in 2015. The building has been vacant for over two years and maintenance has been deferred for an extensive period of time. Due to the poor condition, gaps in historical information, and pending redevelopment of the site, an assessment was needed to determine if hazardous substances and/or a release of petroleum contamination is present at the property. No RECs were discovered in the Phase I report, which was finalized in November, 2015.
