Additional Property Attributes

The Phase I Environmental Site Assessment (ESA) conducted in May 2016 indicated the presence of a Recognized Environmental Condition (REC) due to evidence of illegal dumping on the subject property. A Phase II ESA was recommended where evidence of dumping was observed. Results of the Phase II ESA, completed in February 2017, indicated that 10 composite surface soil samples analyzed for petroleum hydrocarbon and volatile organic compounds did not indicate concentrations greater than Missouri Department of Natural Resources (MDNR) Risk-Based Corrective Action (MRBCA) Lowest Default Target Levels (LDTLs). All soil samples had resulting metals concentrations below the LDTLs except for arsenic, cadmium and lead. However, the cadmium concentrations in all samples were below the MRBCA RBTL for Non-Residential Use of Silty Soil for cadmium. The lead concentrations were below the MRBCA RBTL for lead in all samples except two locations. The arsenic concentrations were below the United States Geological Survey (USGS) Background Concentration for arsenic for Jackson County, Missouri in all samples except for four locations.Based on the future use of the property as a butterfly garden and greenspace, recommendations were made to remove trash and debris that were illegally dumped. The report also recommended removal of surface soil in the areas of the sample results that were above the target levels for lead, followed by collection of confirmation soil samples to ensure contamination is no longer present. General guidance will be provided to the subject property owner regarding safe gardening practices within an urban environment. Additional soil sampling for agronomic properties indicated that many constituent levels were above optimum, but within acceptable ranges for gardening activities.

Former Use: The subject property consists of three vacant, undeveloped residential parcels in the Westside Neighborhood of Kansas City, Missouri with a total area of approximately 0.39 acres. The property is heavily vegetated and wooded with a steep incline. Four residential dwellings were historically present on the property prior to 1909, with one dwelling present during the 1960's. It is unknown when the dwellings were demolished.
