Additional Property Attributes

The Phase I Environmental Site Assessment (ESA) completed in April 2016 identified Recognized Environmental Conditions (RECs) and Historical RECs (HRECs) at the subject property. Commercial listings on addresses associated with the subject property date back to the 1920s and include numerous commercial uses (i.e., gasoline dry cleaner plant, underground storage tanks [USTs], photographers). Details regarding operations at these commercial facilities (i.e. hazardous materials used, disposal practices, etc.) are unknown. The absence of information regarding the past operations on the subject property poses a potential REC to the subject property. A Vapor Encroachment Condition (VEC) may exist due to the historical use of the facility, and multiple historical potential sources of petroleum volatile organic compounds and solvent volatile organic compounds within the surrounding area. The possibility of the VEC on the subject property is considered a REC. A Limited Phase II ESA was recommended and completed in December 2016. Findings from the Phase II ESA indicated that the Ground Penetrating Radar survey did not reveal the presence of USTs on the subject property. Contaminants detected in soil and groundwater were either below the Missouri Department of Natural Resources Risk Based Corrective Action (MRBCA) Lowest Default Target Levels, the MRBCA Tier 1 Screening Levels for Residential Use for Silty Soil, or the US Geological Survey background concentration for Jackson County, Missouri. No further assessment of the property was recommended. The environmental assessment activities are for the purpose of clearing environmental concerns to allow the use of funds from the U.S. Housing and Urban Development (HUD) to install solar panels and other energy efficient improvements on the subject property.

Former Use: The subject property is approximately 0.75 acres in size and consists of a commercial building with a partial basement. The building is divided into 12 separate tenant spaces. Paved parking is located on the north side of the building along 31st and undeveloped space is located at the southeastern corner of the parcel. A Sanborn Fire Insurance Map of the subject property circa 1909-1939 indicates the presence of a dry cleaners business and operations plant on or adjacent to the Property. Listings for addresses historically associated with the subject property (3105, 3107, and 3109 Troost Avenue; 1109, 1111, 1113, 1115, and 1117 E. 31st Street) were identified between 1920 and 1975. Commercial listings for these addresses included, but are not limited to: restaurants, dry cleaners and hatters, printers, beauty and barber shops, loan companies, and TV sales.
