Significant findings from a Phase I Environmental Site Assessment completed in August 2015 identified the presence of household hazardous wastes, water damage with mold growth, and the likely presence of asbestos containing materials (ACM) and lead-based paint (LBP). The Property Conditions Assessment (PCA), completed in September 2015, indicated that the exterior of the subject property is in overall fair condition. The interiors of the building are in overall poor condition and have not been satisfactorily maintained. A fire occurring in December 2014 caused significant water and fire damage to the interior. Completion of immediate critical and non-critical repairs over the 12-year term would necessitate an estimated average expenditure of $38,292 per year. The Hazardous Materials Survey (HMS) completed in June 2016 indicated that ACM was present in thermal insulation systems, roof flashing, and window caulking. LBP was identified in various areas of the building. Recommendations made regarding the ACM and LBP were dependent on whether these materials will be disturbed during building renovations. The Unified Government of Wyandotte County/Kansas City, KS is working with a residential developer (Cohen-Esrey Affordable Partners, LLC) to advance a redevelopment proposal using historic and low income housing tax credits. The proposal is for rehabilitation of the historic school for adaptive reuse as 15 housing units and new construction of 35 housing units on the west side adjacent ground. The development will be known as �Whittier Residences�. The subject property has been identified as having remediation needs estimated at $275,000 in hazardous materials abatement.

Former Use: The Property consists of two tracts of land encompassing approximately 1.994 acres, including a 22,000 square foot two-story building with a basement that is currently vacant and has been unoccupied for an unknown number of years. The building was formerly the location of the Whittier Elementary School, constructed in 1900. The Unified School District No. 500, Wyandotte County, Kansas (School District) sold the Property to El Centro, Inc. in August 2000. In July 2008, El Centro, Inc. sold the Property to KCK Abiding Peace, LLC. Both organizations are non-profit groups. The Sheriff of Wyandotte County, Kansas acquired the property through judicial tax foreclosure and deeded the Property to the Unified Government of Wyandotte County and Kansas City, Kansas (Unified Government) on 11/24/14. The Unified Government transferred the Property ten days later on 12/4/14 to the Land Bank of Wyandotte County.
