Additional Property Attributes

The Phase I Environmental Site Assessment (ESA) conducted in October 2015 identified Recognized Environmental Conditions (RECs) in connection with the subject property. A printing facility present on the site as early as 1907 (unknown duration) represents a REC. Off-site RECs include multiple gasoline service stations, drycleaners, auto repair shops and printers in close proximity to the subject property. Based on the close proximity of the gasoline service station and auto repair shops and potential threat of past or present releases, these properties also pose a vapor encroachment condition (VEC) to the subject property. As RECs were identified for the subject property, a Phase II ESA was recommended. A Tier 2 Screening in accordance with ASTM E 2600-10 was also recommended if no vapor encroachment controls are planned for the building. A full survey for lead based paint (LBP) and asbestos containing materials (ACM) was recommended if any remodeling or demolition activities are planned. A Hazardous Materials Survey (HMS) was completed in February 2017. Results of the HMS indicated that ACM was present in building materials, thermal insulation, and roof flashing. All LBP screening results were below the Department of Housing and Urban Development (HUD) regulatory limits. Findings of the Phase II ESA completed in March 2017 indicated that contaminants detected in soils were either below applicable state levels or were consistent with regional background levels, except for lead and arsenic in two surface soil samples. Additional assessment was recommended to determine the extent of lead and arsenic impacts to surface and subsurface soil in the vicinity of these locations (playground area, community garden). Although groundwater was not encountered during the investigation, the recommendation was made to sample any on-site groundwater encountered during future excavation or construction activities. During the 4th quarter of FY2018, the Kansas Department of Health and Environment (KDHE) accepted and funded further assessment in June 2017 to delineate lead and arsenic in surface soils. The KDHE designed a remedial plan in July 2017, and implemented the plan in November through December 2017. An environmental use control agreement was issued prohibiting residential use but allowing playground and recreational uses, and prohibiting excavation without prior KDHE approval. KDHE spent approximately $85,000 on the remediation project, according to the KDHE project officer. During the 2nd quarter of FY2019, $2.2 million in renovations were completed on the community center. Development work was completed in March 2019. The renovations include improved and better classrooms, office space, food pantry, parking, doors and windows that are energy efficient, a new children�s playground, and a new driveway that makes loading and unloading safer for program participants.

Former Use: The subject property encompasses three parcels of land on an approximate 0.401 acre tract located just south of downtown Kansas City, Kansas near Central Avenue and 7th Street Trafficway. An occupied, approximately 4,000 square-foot, one-story building with a basement, and an occupied, 1,034 square-foot, one-story house are present on the subject property. The existing 4,000 square-foot building was constructed in 1968. Sanborn Fire Insurance Maps illustrate the subject property developed with a structure from at least as early as 1907. The building is currently occupied by the Bethel Neighborhood Center, which operates its community programs from the structure. It was previously used for various purposes, including shops, dwellings, Scenery Printing, a livery and boarding stable, a private school, and a lodge hall from at least as early as 1907 until at least as late as 1950 when it became the Bethel Neighborhood Center.
