Additional Property Attributes

Nile Valley Aquaponics has developed the subject property into an aquaponics greenhouse facility. The goal is to grow 100,000 pounds of food on less than an acre of land. A number of tiered trays will be used to grow vegetables in a �high hoop� greenhouse built over water-filled, lined trenches in which tilapia fish will be raised and fed fly larvae and other natural ingredients. In the aquaponics system, water will be recycled and nutrients from the fish will help the plants grow. Solar power will help reduce energy costs. In addition to year-round greenhouse food production, the project will feature a small community garden and an on-site farmer�s market. The Phase I Environmental Site Assessment (ESA) was completed for the subject property on 5/13/2016 to enable the feasibility of the redevelopment project, perform environmental due diligence for urban agriculture, and to ultimately provide avenues for youth enterprise organizations and increase access to healthy food in a food desert. Findings of the Phase I ESA identified the presence of several historical auto and dry cleaner sites within 0.25 miles of the subject property that posed a Recognized Environmental Condition (REC) to the subject property. A Vapor Encroachment Condition (VEC) was not ruled out because of the lack of information provided and distances of historic cleaners and historic auto sites from the subject property within the area of concern (AOC; 0.33 miles for volatile organic compounds and 0.10 miles for dissolved petroleum hydrocarbon chemicals). The possibility of the VEC on the subject property was considered a REC. A Limited Phase II ESA was recommended. The Phase II ESA was completed on 1/16/2017. Analytical results from all four Geoprobe boring soil samples collected during this assessment indicated that concentrations of Contaminants of Concern in on-site soil to be below target levels set by the Missouri Department of Natural Resources. All soil boring samples had resulting Total Petroleum Hydrocarbon (TPH) - Gasoline Range Organics, TPH - Diesel Range Organics, Volatile Organic Compounds, and Semi-Volatile Organic Compound concentrations below the Missouri Risk-Based Corrective Action (MRBCA) Lowest Default Target Levels (LDTLs), the MRBCA Tier 1 Screening Levels for Residential Use for Silty Soil (RBTLs), or the US Geological Survey (USGS) background concentration for Jackson County, Missouri. In addition, discrete surface soil samples were analyzed for the presence of Pesticides and Resource Conservation and Recovery Act (RCRA) Metals. All of the discrete surface soil samples had resulting concentrations below the MRBCA LDTLs, RBTLs. or the USGS background concentrations for Jackson County, Missouri. Composite surface soil samples were collected and analyzed for agronomic constituents (pH, Nickel, Copper, Zinc, Iron, Phosphorus, Potassium, Nitrates, and percent organic matter). No groundwater was encountered during the Phase II ESA. Upon completion of the Phase II ESA, no further environmental assessment of the subject property was recommended. Nile Valley Aquaponics had a ribbon cutting ceremony on March 24, 2017, bringing to life the dream of founder Dre Taylor. The project will provide fish, vegetables, herbs along with jobs and mentoring opportunities for youth.

Former Use: The subject property consists of four residential parcels and is approximately 0.56 acre. The land is a cleared lot with a rectangular greenhouse structure located north/south along Wabash Avenue. The subject property has historically been utilized for residential uses, with demolition of the residential structures occurring prior to 2001.
