The site consists of three structures: a 3,840-square foot auto repair shop built in 2005; a 2,750-square foot barn built in 1951 utilized for miscellaneous storage of cars and parts; and a 750-square foot garage built in the 1960s utilized for miscellaneous storage of cars and parts. The remainder of the site consists of gravel parking and drive areas, with grass-covered land and farmland on the eastern portion of the site. The eastern portion of the site is utilized for miscellaneous storage of cars. The site is occupied by Dave's Quality Auto Repair. Operations conducted include engine repair/maintenance, including oil and anti-freeze changes, tire repair/mounting, brake repair, etc. The following items were observed at the site during the Phase I site visit: one air compressor, three electric/hydraulic vehicle lift units, three empty ASTs, one used oil AST, multiple containers and drums of typical vehicle maintenance fluids, a water cistern, one active oil/water separator, natural gas pipeline markers, five interior floor drains, de minimis staining, one solid waste disposal dumpster, one metal recycling dumpster, a PVC pipe formerly used as domestic sewage disposal for a former residential trailer (discharging to an on-site drainage ditch), and a burn area. Based on its age, small capacity, reported limited annual maintenance and the high incidence of releases associated with oil/water separators, the on-site oil/water separator constitutes an REC. Potential LBP and ACM building material RECs were observed. Terracon visually assessed the interior and the exterior of the onsite buildings for visual evidence of potential lead-based paint (LBP) in the building materials. The following suspect LBP was observed at the site: painted exterior metal siding (shop); painted metal garage doors (shop and garage); painted metal used oil tanks; painted exterior siding (barn and garage); painted interior drywalls and ceilings, doors, door frames, shelves, painted hydraulic vehicle lifts, and frames (shop); exterior frames (shop and garage). The materials in the barn and garage were observed to be damaged at the time of the site reconnaissance. The materials in the shop were not observed to be damaged at the time of the site reconnaissance. A LBP survey would be needed to confirm presence. Terracon visually assessed the interior and exterior of the on-site buildings for suspect ACM. Terracon recommends conducting a thorough asbestos survey prior to disturbance of suspect ACM during planned renovations or building demolition. Phase II sampling was conducted to detect reported VOC�s, TPH-GRO, TPH-DRO, TPH-ORO, PAHs and RCRA 8 Metals. In sample B-1 (3-5), arsenic and lead were detected at concentration exceeding the nonresidential RBTL and expected background conditions.
