Erected in 1879, Citizen�s Block is a three-story, 15,000 square feet structure. The first floor is home to the volunteer Rockville Downtown Association. The second and third floors, once residential, have been vacant since 1998 when the site was purchased by the Town of Vernon. The Citizen�s Block is an important building within the municipal center of Vernon in downtown Rockville, and the renovation and reuse of this parcel is included within municipal redevelopment plans for this area. A 2003 Hazardous Building Materials Survey for the site identified multiple factors of environmental and health concern within the building, which must be addressed prior to redevelopment. The environmental assessments will work in tandem with a $400,000 Main Street Investment Grant being used to conduct exterior renovations to the structure, bringing historic and aesthetic uniformity to the building and the entire municipal complex. The site is 1.5 miles from I-84, is linked to I-84 via State Routes 74 and 31, and is accessible to public transit. The site has access to water, sewer, electric, gas connections and abundant dark fiber, including wi-fi access. Facade renovations were undertaken in 2016 with a $400,000.00 Connecticut Main Street Investment Fund grant. In the spring of 2018 the Town awarded a contract to be funded with town funds for architectural renderings for interior renovations. Town anticipates storefront use on first floor and office space on second and third floors.
