Former Use: This 4 acre propertywas part of a 16 acre parcel that was acquired by American Motors Corp. between 1950 and 1964. Prior to the ownership by American Motors Corp., the property was vacant land or residential. American Motors Corp. used the property to store newly manufactured automobiles. A railroad line was present immediately west of the property. In 1990, Chrysler Corp., which acquired American Motors Corp. in the 1980s, sold the 16 acre parcel to Mann Engineering, Ltd. Employee Pension Fund; however Chrysler Corp. retained the environmental liability for the property. In 2001-2002, the Kenosha Unified School District #1 was interested in purchasing the 16 acre property, so they hired an environmental consultant to complete a Phase I and Phase II Environmental Site Assessment (ESA) for the property. The results of the Phase II ESA demonstrated that various contaminants were present in the soil and/or groundwater on the 16 acre property. The release was reported to the DNR and a BRRTS case was opened in 2001. In 2003, the Kenosha Unified School District #1 purchased the northern 12 acres of the 16 acre property. The southern 4 acre parcel (Mankowski Property) was not purchased because chlorinated solvents were present in the soil and groundwater. In 2010, as a result of the bankruptcy settlement, Chrysler did not retain the liability for the environmental contamination remaining on all of their former properties; therefore the liability reverted to the property owner, Mann Engineering, Ltd. Employee Pension Fund, which at that time was no longer in existence. The DNR used state lead funds to complete the subsurface investigation of the CVOCs in the soil and groundwater on the Mankowski property. A Remedial Action Option Report/Remedial Action Plan was also completed using state lead funds.
