The Hotel Grim was built in 1925 as an 8-story, 135,000 square foot hotel with 250 rooms. The hotel was known as the Crown Jewel of Texarkana, designed with breathtaking marble flooring and stone walls. A grand ballroom on the eighth floor hosted big name jazz bands, businessmen, and high-roller poker players, and the elegant roof top garden offered expansive views of two states. The hotel has a rich history with residents, and many remember attending proms, weddings, and parties in the ballroom. After closing in 1990 the building started to deteriorate, and the hotel was boarded up.
This successful redevelopment started when the City of Texarkana was awarded an EPA brownfields community-wide assessment grant in 2010, around the same time a local developer expressed interest in redeveloping the hotel into affordable apartments. The EPA Brownfields Assessment funding initially funded Phase I and Phase II Environmental Site Assessments. These assessments identified environmental contaminants and provided the information needed for interested developers to assess the viability of the project. The Grim Hotel was added to the National Historic Registry in May of 2015, making it eligible for historic tax credits and establishing the building's historic significance. Knowing that a developer may need financial assistance for the environmental cleanup, the City applied and was awarded a Revolving Loan Fund (RLF) in 2012.
Cleanup activities began in 2019 after the City approved a RLF loan agreement with the developer. The redevelopment project will restore the historic Hotel Grim into 93 residential apartments with public event space on the ground floor and rooftop. The apartments are priced to be affordable to the general working population of Texarkana which will help in the resurgence of the downtown area. Cleanup activities are complete and redevelopment will be completed in 2021, with apartments leased in early 2022.
