Additional Property Attributes

The southwestern portion of the Property was occupied by residences from at least 1905 to 1945 which were razed in the late 1940s/early 1950s and replaced by one commercial building. This area was occupied by an excavating company and mattress manufacturer in 1965 and a development and training center from at least 1970 to at least 1980. The building was listed as vacant from at least 1985 to at least 1995. One approximately 6,000-gallon gasoline underground storage tank (UST) was removed from this area of the Property in 1996. It was estimated that the UST was installed in the 1960s. One soil sample collected from the beneath the UST during removal identified total petroleum hydrocarbons (TPH) above the detection limit but not above Ohio Department of Commerce, Division of State Fire Marshal, Bureau of Underground Storage Tank Regulations (BUSTR) Action Levels and was non-detect for benzene, toluene, ethylbenzene, and xylenes (BTEX). BUSTR issued a No Further Action (NFA) status in 2005. The building in this area was razed in the early to mid-2000s and the area has remained vacant grassy land. The City of Toledo's Economic Development Team has been working to find an end user to repurpose the property. Former Use: The Property is approximately 1.69 acres in area and consists of five parcels. The Property is located at 1948 North Detroit Avenue in Toledo, Lucas County, Ohio. The Property is bounded by West Woodruff Avenue to the north, Hoag Street to the east, Prospect Avenue to the south, and North Detroit Avenue to the west. The Property is currently occupied by a fenced area on the northern portion consisting of an asphalt paved parking area with six truck charging stations parallel to North Detroit Avenue, one two-bay truck dock building, one insulated shed, and grassy and gravel covered areas, and a portion of vacated Englewood Drive and grassy areas on the southern portion of the Property. The potential for future development for the Property is for two warehouse type structures on the western portion of the Property which will be utilized for commercial use. The Phase II PA identified TCE concentrations in soil boring GP-7, at a depth of 6 to 8 feet bgs on the southwestern portion of the Property. The concentrations are above the OEPA VAP Generic Indoor Air Standards Due to Vapor Intrusion. Therefore, the detected TCE, carbon tetrachloride, and chloroform pose a vapor intrusion concern for any future buildings constructed on the central, southern, and southwestern portions of the Property. A vapor barrier would be prudent if redevelopment occurs in these portions of the Property to prevent vapor intrusion. Soil vapor testing would be required to determine site-specific concentrations. The concentrations of TCE discovered in soil, groundwater and soil gas during the Phase II PA and the Additional Subsurface Investigation indicate TCE contamination at the site poses a serious environmental and human health concern. TCE concentrations in soil were limited to only the south-central portion of the site during the Phase II PA at a depth of 6 to 8 feet bgs, which is below the restricted/modified residential, and commercial/industrial point of compliance. The TCE in groundwater appears to currently be confined to the site. However, TCE concentrations in soil gas are an off-site concern. Additional investigation associated with soil vapor and indoor air in association with the adjoining residential properties is recommended.
