Additional Property Attributes

At the time of the reconnaissance, the Property consisted of approximately 0.53 acres of land developed with an approximately 27,758 square foot, three story vacant commercial building with a basement. The remainder of the Property was developed with paved parking and landscaped areas. The Property is located in downtown Huntington in an area characterized by commercial and multifamily residential development. This assessment has revealed no evidence of recognized environmental conditions (RECs) in connection with the Property except for the following: � The Property was listed in the underground storage tank (UST) database. The UST listing indicates a 10,000 gallon UST is permanently out of service at the Property. The UST was owned by the First National Bank in Huntington. We reviewed the IDEM VFC for additional information regarding the UST listing. The UST file indicates a 10,000 gallon heating oil UST was apparently closed in place in 1993. The UST was reportedly installed in 1981 and last in service in 1988. Contamination was indicated in a �service island� area; however, a soil sample was collected and analyzed for total petroleum hydrocarbons (TPH) after soil was removed. TPH concentrations did not exceed 5 milligrams per kilogram in the soil sample. SME contacted Mr. F William Anzinger, former bank employee, regarding the location of the UST. Mr. Anzinger did not recall the presence or location of the UST. The potential presence of UST at the Property represents a REC. � The review of historical documentation identified several past uses of the Property including tin shops, Milliners and Hat Cleaners, and a Print shop. The past uses of the Property represent a REC. � According to fire insurance maps a creek was formerly located on the Property. It is unknown what type of material was used to fill in the creek. The uncontrolled fill at the Property represents a REC. � Several proximate sites of concern were identified. A Milliner was located north of the Property in 1883 and 1919. A Tin Shop was noted south of the Property from 1887 through 1946. Gasoline tanks were identified in the street east of the Property in 1912. The presence of these nearby properties represents a REC.

Former Use: 1883-1892 The Property was occupied by multiple commercial properties. A portion of a creek is located on the western portion of the Property. A milliner is located on the northwest portion of the Property. 1898-1919 The Property appears similar to the previous years; however, the creek is no longer visible. Tin shops, Milliners, and a Print shop are located on the Property over the years. 1929-1982 The Property is developed with a bank and various other tenants including hardware stores, auto parts stores, a paint and wallpaper store and a shoe repair and hat cleaner. 1987-1999 The Property is developed with a bank. 2003 The Property was not listed in city directories; however, Property conditions appear similar to those noted during the site reconnaissance. 2008-2015 The Property was utilized as an annex building for County Offices.
