Additional Property Attributes

The subject property consists of one 11.4-acre parcel of land currently developed with one single-story 8,400-square-foot building . The property is currently used as a salvage/recycling storage yard and wood shop. Historically, the subject property has been used for various industrial purposes from 1970 through 1990. These operations include manufacturing operations and a farm implement dealership. An underground storage tank (UST) system was used by these previous operations. Michael Oxender originally purchased the property in 1991. He plans to construct a 3,000-square-foot slab-on-grade building approximately 50 feet south of the access road (current driveway) and 52 feet to the east of White School Road. In addition, plans also include the installation of a private water well on the west portion of the subject property adjacent to the future building. We have performed a Phase I Environmental Site Assessment in conformance with the scope and limitations of ASTM Practice E 1527-13 of the 11.4-acre property addressed 68695 White School Rd., Sturgis, Michigan, the property. Any exceptions to, or deletions from, this practice are described in the Limitations section of this report. This assessment has revealed no evidence of Recognized Environmental Conditions (RECs) in connection with the property except for the following: � A 1,000-gallon diesel UST formerly located in the central portion of the subject property. � The placement of non-inert materials at the subject property over the years during the salvage yard/recycling practices. Once the new building is constructed Michael Oxender plans to lease space to a local steel fabricating business. Although this Phase I ESA has revealed the RECs listed above, it is Envirologic�s opinion that the identified RECs will not complicate redevelopment plans. This conclusion was made applying the following logic: According to a preliminary property development site plan (included in Appendix F of this report), the former UST location is approximately 530 feet east of the proposed building site and approximately 540 feet east of the proposed water well location. In addition, the building and well are planned to be at least 200 feet to the southwest of the nearest non-inert material observed within the salvage debris piles. According to the water well installation requirements of the Michigan Water Well Construction and Pump Installation Code: (Part 127, Act 368 of the Public Acts of 1978, as amended and Rules) A well must be at least 50 feet away from all potential and known sources of contamination. A well must be at least 50 feet away from underground or above-grade motor or fuel heating oil storage tank systems of less than 1,100 gallons. Commercial or larger tanks, unless protected by secondary containment should be at least 150 feet from well. Based on the distance between the proposed building development/water well installation and the location of the former UST/non-inert material areas measuring greater than 50 and/or 150 feet away, it is Envirologic�s opinion that the recognized concern identified above will not complicate redevelopment plans. Additional investigation efforts would be necessary to accurately assess whether or not the historic use of the former diesel tank in the central portion of the subject property or the placement of non-inert materials negatively impacted the subject property. However, based on the location of the proposed construction in relation to the areas of concern, no further assessment of the subject property is warranted at this time.

Former Use: According to historic plat maps the subject property was owned by Richard and Stees in 1965 and Chariot Mobile Homes in 1971. According to city directories, township assessor records, and an interview with the current owner Michael Oxender, the subject property was used for the manufacture of mobile homes from 1970 to 1979.
