Additional Property Attributes

The subject property is comprised of three tracts of vacant land totaling approximately 48.23 acres that have been split from two larger parent parcels. The majority has been historically vacant or used for agricultural purposes since as early as the late 1930s. The subject property has been owned by the City of Three Rivers or the City of Three Rivers Industrial Development Authority since 1990. The eastern portion was leased to American Electric Power (AEP) from 2012 to 2014. During the lease period AEP used it for the aboveground storage of unused pipeline. There are currently no structures developed on site. The 48.23 acres of land are currently vacant and zoned �I-3� for Industrial use for the continued expansion of the Enterprise Industrial Park.The purpose of the assessment was to support property marketing activities and aid in certification of the site as a Certified Business Park.

Former Use: the subject property was vacant and undeveloped or used for agricultural purposes from at least 1969 until 2011. A dirt road traversing the eastern portion is visible in the 1993 aerial photograph. This road appears to connect to William R. Monroe Blvd. located to the south and west. The dirt road is no longer visible in the 2005 aerial photograph. There are no structures depicted on the subject property in any of the aerial photographs reviewed, or indications of structures in any of the assessing records on file. The City of Three Rivers building department informed Envirologic that there are no building permits or any other records associated with previous residential, commercial, or industrial development. A telephone interview was conducted with the current property owner representative, Joe Bippus of the City of Three Rivers Industrial Development Authority, in order to further identify the site use history. Mr. Bippus informed Envirologic that the City of Three Rivers purchased the subject property in 1990. It acquired one portion on March 21, 1990 from Lockport Township and the remainder on May 4, 1990 from Fabius Township. In 2012 the eastern portion was leased to AEP. Mr. Bippus informed Envirologic that from 2011 to 2012 AEP used the subject property for the above-grade storage of pipeline parts. AEP laid gravel paths throughout the eastern half of the subject property to facilitate moving pipeline parts. The gravel paths are depicted in a grid shape in the 2012 aerial photograph. Assessor records indicate that ownership of the subject property was transferred from the City of Three Rivers to the City of Three Rivers Industrial Development Authority in 2005.
