Additional Property Attributes

At the time of the reconnaissance, the Property consisted of approximately 1.2 acres of land developed with an approximately 2,808 square foot, single story building utilized as a garage. The remainder of the Property was developed with paved parking and areas used for storage. Surrounding area uses included a body shop, a welding shop, a restaurant and residential land. The Property is bordered to the south by the Little River. This assessment has revealed no evidence of recognized environmental conditions in connection with the Property except for the following: ? According to the Property owner, Mr. Bob Vanover, the Property was formerly at a lower elevation and was filled in with material from an unknown source. We noted bricks, concrete and other materials in areas of exposed soil along the river bank. The presence of uncontrolled fill at the Property represents a REC. ? The review of historical documents identified a gasoline underground storage tank (UST) near the southeast corner of the on-site building between 1929 and 1946. In addition, the Property has been utilized for automobile service since at least 1998. The presence of UST and the past use of the Property for automobile service represent RECs. ? Gasoline stations, service garages, body shops and industrial properties (sheet metal workers, welding shops, etc.) were noted northwest of the Property beyond Briant Road (beginning 1929) and adjoining the Property to the north (beginning 1939). Gasoline station uses ceased in 1977; however, service and industrial uses continued through 2013. The past automobile repair and industrial uses of the northwestern adjacent and northern adjoining properties represents a REC. ? Dark colored staining was noted near a metal drum located adjacent to the building and dark colored soil was noted in the grass covered area of the Property. The staining was noted on the asphalt surface near the building. Based on visual observations and the historic use of the property for automobile repair, the staining represents a REC. ? A floor drain and pit were noted in the service area of the on ?site building. According to Mr. Vanover, the Property is serviced by a septic system. He was unaware of the location of the septic system. The presence of drains and a septic system at the Property associated with automobile repair represents a REC.

Former Use: 1892 - 1904 The property is part of the Briant and Boltz Spoke and Bending Works and Saw Mill. The western portion of the Property is vacant. The central portion is occupied by dry kilns, a shop and other structures and the eastern portion is noted as ?graded and filled with sawdust.? 1912 - 1923 The Property is depicted as vacant land. 1923 - 1946 A building similar in size and shape to the current structure is depicted and labeled as County Garage and Implement Storage. A gasoline tank is shown near the southeast corner of the building. 1952 - 1992 Remainder of property appears vacant. Shed on central portion of the Property in 1971. Circle drive around building in 1973. Poor quality photos 1983-1992. 1998 - 2012 Property conditions appear similar to those noted during the site visit with varying amounts of vehicle storage. The Property address is listed as Bob?s Auto Service (or Sales and Service) from 1999-2013.
