Additional Property Attributes

The site consists of eleven adjacent parcels located to the southwest of the intersection of South Herritage Street and West Bright Street in Kinston, Lenoir County, North Carolina. The subject site is bounded to the north and west by the Neuse River. The subject site is located in a generally commercial and residential area and is zoned I-2 (General Industrial District) by the City of Kinston Planning Department. The subject site is located in a FEMA 100-year Flood Zone. The subject site is comprised of eleven parcels that total approximately 70 acres (/-) of land according to the Lenoir County Tax Administration (Tax Office). At the time of site inspection, the subject was developed with two warehouses on the northern portion of the property; however, the subject site is currently vacant. The southern and western portions of the subject site area consisted primarily of wetlands.

Former Use: The site consists of eleven adjacent parcels (approximately 70 acres) located to the southwest of the intersection of South Herritage Street and West Bright Street in Kinston, Lenoir County, North Carolina. Historic information revealed the subject site was developed with a lumber company in the western portion of the property along the Neuse River as early as 1901. A 1914 Sanborn map shows that the Kinston Lumber Company was replaced by the Kinston Manufacturing Company which expanded to the south. A 1925 map shows the Kinston Gas Co. Inc., a manufactured gas plat (MGP), in the eastern portion of the site. Review of other environmental reports indicate that the MGP operated on the subject site from 1925 to 1952. During that time other industrial operations occupied other portions of the subject site, including a tobacco warehouse and redrying plant, fertilizer manufacturer, and automotive repair. The MGP was later replaced by a liquid propane gas company, Tidewater Gas Co., and later by North Carolina Natural Gas which was purchased by Carolina Power and Light, which became Progress Energy, a subsidiary of Duke Energy. According to interview information, the current property owner, PEC MGP, LLC (part of Duke Energy) began purchasing the parcels surrounding the former MGP in the 1990�s after environmental investigations revealed soil and groundwater contamination had migrated away from the former gas plant, impacting many of the surrounding properties.
