The subject property is addressed 1201 W. Michigan Ave. and is comprised of one parcel of land totaling approximately 4.7 acres. The subject property is developed with one commercial building approximately 15,000 square feet in size. The subject property was developed as a car dealership in 1953. The property has been used for car dealership and/or automotive services since the early 1950s. BZB Realty, LLC, purchased the subject property from Boscy-Three Rivers, LLC and will lease the site to Boland Tire of Three Rivers who plans to operate a tire sales/tire repair business. In 1991 two underground storage tanks (USTs) were removed from the ground. These tanks included a waste oil tank and a 1,000-gallon gasoline tank. At the time the waste oil UST was removed a small area of impact at the fill port on top of the tank was observed and subsequently excavated. The resulting excavation was sampled for VOCs, PNAs, PCBs, lead, cadmium, and chromium in accordance with the MDEQ guidance document Verification Soil Remediation. The results of the sampling indicated that no contaminants were detected in soil surrounding the former UST. Type A closure was granted by MDEQ in 1994. Based on the data, there is no indication that a release from the waste oil tank has resulted in contamination. A 1,000-gallon gasoline UST was removed from the northern portion of the subject property. A release was confirmed in the area of the former tank. Visually impacted soil was removed and extensive soil and groundwater sampling activities were conducted to assess the extent of contamination. Existing soil contamination is limited to a small area beneath the floor of the service department along the south edge of the former gasoline UST excavation. This area was identified during a 1994 Phase II ESA investigation. The soil contaminants have been defined to a small area below the northwest comer of the former service department. Results collected from groundwater monitoring activities conducted at the property from 1996 through 2002 confirmed petroleum contaminants remained in groundwater on site from the gasoline UST release. From 1996 through 2002 Envirologic conducted continued groundwater monitoring at the subject property to address remediation efforts regarding the groundwater plume. The most recent data collected at the subject property by Envirologic in August 2002 indicates contamination still existed in the groundwater. A BEA was conducted for the property in 1999. Based on the concentrations of contaminants detected at levels that exceed one or more generic residential cleanup criteria the property meets the definition of a �facility� as defined by Part 201 of the Natural Resources and Environmental Protection Act (NREPA). The property remains an �open� LUST site. The subject property was issued Facility ID #0001039. Based on the extensive use and storage of hazardous substances associated with 50 years of historic car dealership and automotive service operations conducted at the site, several subsurface investigations have been conducted over the years. These investigations dated from 1987 to 2003 include various Phase I ESAs and Phase II soil and groundwater sampling investigations. previous RECs have been adequately assessed at earlier dates, and that based on the analytical results of these investigations no contaminants have been detected at unacceptable levels in association with the septic system, drywells, or hydraulic lift system. In addition, the results of the sampling indicated that no contaminants were detected in soil surrounding the former waste oil UST and Type A closure was granted by MDEQ in 1994. Based on the data, there is no indication that a release from the waste oil tank has resulted in contamination. Thus, no further investigation is recommended for these areas.
