Additional Property Attributes

The Site is occupied by a total of five apartment complexes. All of the apartment buildings are occupied with the exception of the Bartley building located at 1855 Collingwood Blvd. During Phase II activities, a total of 16 soil borings were installed on the Site. A total of 24 soil samples were collected from 12 of the 16 soil borings. A total of four soil gas samples were collected from four soil gas sampling locations. A total of four sub-slab soil vapor samples were collected from four sub-slab soil vapor sample locations. Soil samples were collected from the 0 � 2 ft. soil horizon from all locations with the second sample collected from varying depths depending on field observations. Soil gas samples were generally collected from approximately five feet below ground surface and sub-slab soil vapor samples were collected immediately underlying the concrete slab. None of the concentrations exceeded the direct contact soil standard for residential end use. In addition, soil gas and sub-slab soil vapor analytical data was evaluated as detailed above, and there were no concentrations of VOCs reported in either soil gas or sub-slab vapor above their respective SGIA and SSVIA standards derived herein. A possible UST may be present but not regulated by BUSTR. Monroe St. Redevelopment plans to rennovate the 5 apartment buildings into market rate apartment spaces (estimated rennovation costs $5,000,000 - $6,000,000).

Former Use: REC-1 Potential Former Fuel Oil UST A suspected fill port and ventilation pipe was observed along the northern wall of the Lincoln Building Boiler Room. REC-2 Potential Former Fuel Oil Tank During the reconnaissance, a suspected fill port was observed along the western wall of the Libbey Building. Hull conducted a file review at the City of Toledo Building Inspections Office to review pertinent information regarding prior heat sources at the Libbey Building. A warm air heating permit, dated February 2, 1985, was observed in the files reviewed. This permit was requested as part of an oil burner conversion to natural gas forced air heat. It was determined that the former heat source for the building was by a heat pump, fueled by fuel oil. A heat pump or fuel oil tank was not observed during the Site reconnaissance. REC-3 Potential Former USTs Based on the 1936 and 1951 Sanborn maps, two USTs were present along the northern extent of the Site, west of the Bartley building. Hull was not provided any additional information regarding the current status of these USTs. REC-4 Groundwater and Soil Vapor Underlying Site from a Former Off-property Filling Station BUSTR provided files pertaining to the BP Oil facility located at 2304 Monroe Street. A total of three 10,000-gallon gasoline USTs, ten dispensers were located adjacent to the Site. An asbestos/universal waste and limit lead survey was also conducted and found presence of all contaminates per the report.
