Additional Property Attributes

The property is currently vacant, partially developed land that is a former gas/service station (originally developed as such) branded as Gull, Texaco, and Shell that operated from approximately 1965-1989. The property was formerly part of the "Shell Multi-Site Agreement" with the Washington State Department of Ecology (Ecology). The property was acquired from Equilon Enterprises, LLC (Shell) in 2005 by a private entity. Since the time that operations as a gas/service station ceased numerous environmental investigations and activities have occurred (known activities from 1990 to 2013) that include the following: USTs, pump island, and supply lines have been removed; multiple excavations with land-farming remediation and limited offsite disposal of impacted soils have occurred; a groundwater and remediation system operated from 1990 to 1998; a vapor extraction system operated for a number of years beginning in 1996; and continued groundwater monitoring has occurred. It appears that the majority of impacts on the property have been resolved but there are still known/suspected impacts on the southern portion of the property. Further, impacts to groundwater are known to exist under W. Meeker Street (adjoining the southern boundary of the property) and properties across W. Meeker Street. The City of Kent (City) has had several meetings over the last several years with the current property owner, Shell, and/or Ecology to discuss the status of the property and what measures are needed to move the property forward to productive reuse/redevelopment. The City's brownfields consultant has also performed a site inventory and limited file review to provide a greater understanding of the site history, remaining impacts on and off of the property, potential steps required to move the property forward, and/or measures necessary to cleanup the property.
