The 20,000 square foot commercial structure (Troost Market Building) formerly located at 3500 Troost Ave. was abated and demolished in 2018. The building was a 2-story brick structure with a partial basement. A hazardous materials survey was performed with EPA grant funds in 2017. The report identified asbestos-containing materials (ACM). The structure was abated for asbestos prior to demolition using non-EPA funds. Demolition was completed on or about 4/27/2018. Former dry cleaners compromise the recognized environmental conditions (RECs) of the Phase I investigation. A Phase II investigation found volatile organic chemicals in the soil and groundwater. It is also noted that, given the age of the parcels, heating and oil tanks may be buried onsite. Historic information is lacking, so they were not listed as a REC in the Phase I. <p>

Former Use: The four land parcels included in the Property are located on both the southwest and southeast corners of the intersection of Troost Avenue and East Armour Boulevard. There is currently one vacant two-story structure present at 3500 Troost Avenue (Troost Market Building); the remaining three parcels are currently undeveloped land with unimproved surfaces. The 3500 Troost Avenue parcel and the 1011 - 1015 E. Armour Boulevard parcels were developed as single-family residences in the early 1900's. Subsequent commercial and multi-family (Senate Apartment Hotel - 1015 E. Armour Blvd.) structures occupied these addresses with numerous small businesses present. The Senate Apartment Hotel existed from approximately 1928 to the late 1980s and included a laundry-cleaner facility from at least 1935 to 1975. The 3500 Troost Avenue building has been vacant since circa 1990; the Senate Apartment Hotel was demolished between 1991 and 2002. The 3501 Troost Avenue address was initially developed after 1909 and prior to 1925 as a single commercial building with numerous small businesses present. A dry cleaner operated from at least 1925 through 1930 and between 1966 to 1970 at 3501 Troost in a commercial building that was formerly on the southeast corner from about 1921 to the 1970s. The building was demolished between 1983 and 1986. The 1105 - 1113 E. Armour Boulevard address was initially developed as a single-family residence in the early 1900's, followed by the construction of the Cavalier Apartment Hotel circa 1920. Commercial businesses were listed as occupying the hotel, which was demolished between 1991 and 2002. Other businesses located on the four parcels have included printing shops, retail clothing, medical offices, florists, tailors, beauty parlors, restaurants, taverns, liquor stores, pharmacies, and various other service businesses. </p><p>

The property enrolled in the Missouri Brownfields/Voluntary Cleanup Program (BVCP) in 2016 as the Armour/Troost Redevelopment site. The parcel located at 3516 Troost, and the parcel located at 1100-1108 E. Armour Blvd (northeast corner of intersection), were added to the BVCP enrollment 3/6/2018. The site was still listed as "active" as of Nov 2020. In addition, the parcel at 3438 Troost (northwest corner of intersection) is planned as part of the redevelopment, but because it is an active gas station will participate in the Department's Tanks Section instead of BVCP.</p><p>

Additional site characterizations, including the removal of underground storage tanks (USTs), were conducted from 2018 until the last groundwater monitoring event occurring in July 2020 using $35,000.00 of EPA funds. The developer, MAC Properties paid the remainder of the estimated project cost of $15,000. Groundwater monitoring wells were installed on Parcels A, B, E, and D. Contaminants of concern (COCs) detected in groundwater were limited to tetrachloroethene (PCE), trichloroethene (TCE), and cis-1,2-dichloroethene (cis-1,2-DCE), with the highest concentrations occurring at the well installed on Parcel B. In addition, soil vapor monitoring was conducted in the area of
