Additional Property Attributes

Phase II ESA conducted in conjunction with the property at 85 Terminal Street identified the following: � Range 1 Soil: Seventeen (17) PAHs and five (5) RCRA metals detected. Sixteen (16) PAHs and four (4) RCRA metals below applicable SWSs. Benzo(a)pyrene observed at a concentration above the SWS at SP3-3 and lead observed at a concentration above the SWS in the duplicate sample from location SP3-3. Range 2 Soil: No soil samples collected. Groundwater: One (1) TEH, three (3) VOCs, two (2) fertilizer compounds, and two (2) RCRA metals detected above laboratory reporting limits or reported at non-detect values that exceed applicable SWSs in the collected groundwater samples. Nitrate and barium below applicable SWSs. Waste oil, ammonia, and arsenic detected at concentrations above applicable SWSs and 1,2-dibromo-3- chloropropane, 1,2-dibromoethane, and 1,2,3-trichloropropane reported as non-detect values above applicable SWSs. Vapor Intrusion: Three (3) VOCs detected in groundwater sufficiently volatile and sufficiently toxic to present a vapor intrusion risk. Groundwater results for two (2) of the compounds evaluated using the Johnson and Ettinger Vapor Intrusion Model for Forward Calculation of Indoor Air Concentration and the IDNR Cumulative Risk Calculator. 1,2-Dibromo-3-chloropropane is not available in the Johnson & Ettinger Vapor Model and as such it was not included in the calculation. The calculated results for this media indicate that vapor intrusion alone does not pose a risk on this site. Cumulative Risk Evaluation: Calculated cancer risk for a site resident, site worker, and construction worker and non-cancer risk for a site worker and construction worker are acceptable for applicable exposure pathways. The non-cancer risk for a site resident is unacceptable for applicable exposure pathways. These risk assessment results considered redevelopment on the subject property for a slab-ongrade building. The unacceptable non-cancer risk for a site resident primarily driven by the observed lead concentrations in shallow soil. The City of Dubuque has an ordinance (Section No. 16-11-20) that prevents the installation of private wells unless public water is not available. This requires permit approval by the County�s Health Department. Further, no wells may be installed within 500 feet of a LUST site. Qualified Environmental Professional (QEP) recommended that the findings be provided to the City of Dubuque�s Water Department for their records. QEP recommended notifying the County�s Health Department of the groundwater results contained in this Phase II ESA, to prevent the installation of new wells on the subject property or on adjacent properties. This action will sever the groundwater ingestion pathway for the subject property. The results of this study indicate shallow soil and groundwater impact on the subject property above SWSs. The shallow soil impact presents an unacceptable risk for site residents without further action. Remediation of shallow soil or implementation of engineering or institutional controls (environmental covenant, engineered clean soil barrier with geo-membrane vapor barrier, etc.) on the subject property is needed to sever this exposure pathway. Further, redevelopment plans should take into consideration the unacceptable risk determination for site residents� exposure to groundwater. Any site feature which would comingle surface water with groundwater (such as a detention pond or wetland) should be effectively engineered to prevent exposure to groundwater contamination. QEP recommended providing the report to the IDNR for guidance on what actions will be required as a result of the observed contamination in order for the subject property to be redeveloped as desired.
