Additional Property Attributes

Phase II ESA identified the following: Range 1 Soil: Eleven (11) PAHs and three (3) RCRA metals detected; however concentrations of all reported RCRA metals and ten (10) PAHs below applicable SWSs. Results from the sample collected at SP1-1 identified benzo(a)pyrene at a concentration above the SWS. Range 2 Soil: Six (6) VOCs detected and all detected concentrations below applicable SWSs. Groundwater: One (1) TEH, seven (7) PAHs, seven (7) VOCs, and two (2) fertilizer compounds detected above laboratory reporting limits or reported at non-detect values that exceed applicable SWSs. All seven (7) PAHs and four (4) VOCs below applicable SWSs. Diesel, ammonia, and nitrate detected at concentrations above applicable SWSs and 1,2-dibromo-3-chloropropane, 1,2- dibromoethane, and 1,2,3-trichloropropane reported as non-detect values above applicable SWSs. Vapor Intrusion: Eleven (11) compounds detected in groundwater sufficiently volatile and sufficiently toxic to present a vapor intrusion risk. Nine (9) of the compounds evaluated using the Johnson and Ettinger Vapor Intrusion Model for Forward Calculation of Indoor Air Concentration and the IDNR Cumulative Risk Calculator. One (1) compound was not available in the Johnson & Ettinger Vapor Model and one (1) compound has no applicable SWS to assess risk against. The calculated results for this media indicate that vapor intrusion alone does not pose a risk on this site. Cumulative Risk Evaluation: Calculated cancer and non-cancer risk for a site resident, site worker, and construction worker are acceptable for applicable exposure pathways. These risk assessment results considered redevelopment on the subject property for a slab-on-grade building. The City of Dubuque has an ordinance (Section No. 16-11-20) that prevents the installation of private wells unless public water is not available. This requires permit approval by the County�s Health Department. Further, no wells may be installed within 500 feet of a LUST site. Qualified Environmental Professional (QEP) recommended that the findings of this report be provided to the City of Dubuque�s Water Department for their records. QEP also recommended notifying the County�s Health Department of the groundwater results to prevent the installation of new wells on the subject property or on adjacent properties. This action will sever the groundwater ingestion pathway for the subject property. The results of this study indicate shallow soil and groundwater impact on the subject property above SWSs. The completed risk calculations found all calculated risks for applicable exposure pathways acceptable. Though no pathway for exposure to groundwater currently exists, redevelopment plans should take into consideration the unacceptable risk determination for site residents� exposure to groundwater. Any site feature which would comingle surface water with groundwater (such as a detention pond or wetland) should be effectively engineered to prevent exposure to groundwater contamination. QEP recommended providing the report to the IDNR for guidance on what actions will be required as a result of the observed contamination in order for the subject property to be redeveloped as desired.

Former Use: Available historical documents list the following uses on the property: plow company�s warehouse and part of �A.A. Cooper�s Lumber Yard� that included coal sheds and wood piles in 1884, part of �A.A. Cooper�s Lumber Yard� that included sheds, a coal warehouse, and a grain warehouse in 1891, lumber shed, lumber piles, and a warehouse 1909, part of �Harbor O�S� in 1950, and part of the Dubuque tank terminal company that included ten (10) ASTs with some listed as �soy bean tanks� and a gasoline tank and fuel oil tank in the northeastern and southeastern corners of the parcel, respectively, in 1970.
