Additional Property Attributes

At the time of the reconnaissance, the Property consisted of approximately 0.27 acres of land developed with three adjoining, three and four story structures with basements, totaling approximately 56,956 square feet (Odd Fellows Hall, I.O.O.F. Trust Building, and UB Building). The remainder of the Property was developed with gravel parking or paved sidewalks. The Property is located in downtown Huntington in an area characterized by commercial and multifamily residential developments. This assessment has revealed no evidence of recognized environmental conditions (RECs) in connection with the Property except for the following: ? The Property is listed in the Facility Registry System (FRSIN) and Leaking Underground Storage Tanks (LUST) databases. The site is listed as having a fuel oil release of approximately thirty (30) gallons in March of 1989. Twenty-five (25) gallons were recovered. We reviewed the Indiana Department of Environmental Management (IDEM) Virtual File Cabinet (VFC) for records regarding the Property. No information other information other than the Petroleum Eligibility acknowledgement from IDEM was made available. Two documents associated with the 416 Warren Street address were listed in the VFC, but both documents were related to a project site in Richmond, Indiana. A public records request was sent to IDEM that was returned stating that no LUST documentation was found associated with the site addresses. The LUST database listing at the Property represents a suspect REC ? During the site reconnaisance we observed evidence of a potential UST in the form of a vent pipe and fill port located near the loading dock north of the Property building. This area is also adjacent to the boiler in the basement of the building. Two monitoring/observation wells were also adjacent to the vent pipe. The presence of the vent pipe, fill port and monitoring/observation wells at the Property represents a REC. ? Staining of concrete was obsereved at the base of the freight elevator and on the walls of the passenger elevator shaft in the UB Building. In the I.O.O.F. Trust Building, staining was noted in the basement around the electric motor of the passenger elevator. Staining was observed around several of the floor drains noted throught the buildings. The presence of staining associated with the elevator equipment and floor drains represents a REC. ? The review of historical documentation identified past uses at the Property as a Garage and a Publishing company that represent RECs. ? The review of historical documentation identified past uses of proximate sites. A Millinery was located west of the Property in 1892. In 1919 an Auto Repair shop and Garage appeared to the northeast of the Property along with a 550-gallon heating oil tank located in the street. Lemar?s Cleaning and Tailor, located at 426 Warren Street, was listed in the 1957 through 1991 city directories. In 1919 a Filling Station and Garage (currently Dwayne?s Vac and Sew) appeared to the east of the Property opposite of the East Franklin Street and Warren Street intersection. Filling station uses ceased in 1985; however, commercial uses continued through 2013. The site is currently listed in the LUST and Registered Underground Storage Tanks (RUST) databases. The presence of these nearby properties represent RECs.

Former Use: 1883-1887 The Property was occupied by a Methodist Church. The eastern portion of the Property was occupied by a structure listed as a dwelling in 1883 and then labeled as ?Meat? in 1887. 1892-1912 The Property was occupied by a three story Odd Fellows Hall constructed in 1889. The 3rd floor was occupied by the Odd Fellows, the 2nd floor was Offices and the 1st floor was occupied by a Post Office and a Newspaper. In 1898 the 1st floor was occupied by a Cigars and Tobacco store. In 1904 the 1st floor was occupied by a Grocery and the Cigars and Tobacco store.
