Additional Property Attributes

The Phase I was performed on three tracts of land totalling 6.58 acres. It was determined through further assessment that only the norther portion, totalling 5.74 acres, and located on the northwest corner of S. Elm Avenue and E. Morrell Street had identified contamination. Only this northern portion, with a manufacturing history and housing a 125,000 square foot building required the BEA and DDCC. The southern portion consists of a 0.86-acre parking lot and a 0.04-acre vacant lot. The site has been occupied by various manufacturing operations since as early as 1959. The former operations included a steel distribution company followed by tool and die manufacturing. Historic occupants of the site building from 1959 through 2004 included Jackson Steel and Worthington Steel. RTD Manufacturing and American Tooling Center have leased the property since 2004 and 2007, respectively, through the present. The potential property owner, Jackson Elm Holding Co., LLC, is seeking assistance from the Jackson County Brownfield Redevelopment Authority to conduct assessment activities at the subject property. The property is currently owned by Ramsey Holding Co., LLC who has owned it since 2004. The potential owner plans to continue leasing the property to the current occupants: American Tooling Center Inc. and RTD Manufacturing Inc. According to MDEQ records the site is listed under Jackson Steel Service as a �closed� UST (underground storage tank) site with a facility ID of 00017641. Records indicate that two 2,000-gallon diesel tanks were removed from the ground in 1990. No releases were reported for the former USTs; however, according to previous reports there have been no investigation documentation or analytical results available regarding the UST removals.
