Additional Property Attributes

The District is proposing to develop the Site as a continuation high school for students in need of specialized education programs. In addition to the continuation high school, the District is considering options to add an expulsion school on the same site. The design plans include construction of 21 classrooms, including science, art and homemaking labs, for an estimated capacity of 500 students. The District applied for a TSI grant to conduct a Preliminary Endangerment Assessment to determine whether current or past hazardous material management practices or was management practices have resulted in a release or threatened release of hazardous materials, or whether naturally-occurring hazardous materials are present.

Former Use: The Site is located within the City of Visalia approximately 700 feet northwest of the intersection of West Goshen Avenue and Mooney Boulevard in Visalia, California, in the County of Tulare. The Site is identified as approximately 6 acres of APN 089-030-029 (Parcel 29 is 16.77-acres) and 2 acres of APN 089-030-028 (Parcel 28 is 34.98-acres). The Site is located in the southern 6-acre portion of Parcel 29. An additional approximately 2 acres of the Site overlaps existing District property (Parcel 28) that is currently used as an O&M facility and storage yard. As of March 2016, the northern and western portions of the Site are undeveloped former agricultural land, the central and southwestern portions are used to store soil stockpiles from other District school sites, and the southeastern portion is used by the District as an O&M yard. Historically, the Site, or a portion of it, may have been used as part of the former Kaweah Crop Dusters (Kaweah)) operating out of the former Green Acres Airport (airport) at 2530 West Goshen Avenue until the mid-1980s. The airport, located more than 500 feet west of the Site, included a runway, a surface impoundment, as well as office and hanger buildings, which have since been removed.
