Former Use: The parcel was historically was part of a larger parcel that operated as a paper mill for over 75 years, closing in 2006. Buildings associated with the paper mill were widespread and were razed from the parcel in 2008 and 2009 to facilitate redevelopment. Based on review of Sanborn Fire Insurance maps and historic aerial photos, residential dwellings and commercial buildings also appear to have occupied the parcel prior to development of the paper mill. Currently, the parcel is developed as an asphalt parking lot. A railroad right-of-way has been present adjacent to the western parcel boundary since at least 1885 to the present and a railroad spur has been present along the northern parcel boundary from the 1920's to the 1960's. A Phase II ESA, site investigation, remediation with site closure has been obtained for this Site is association with widespread ash fill. PAHs and RCRA metals were predominantly identified in association with the ash fill. Closure of BRRTS case was obtained in November 2012. The contamination extended across the entire parcel. Although case closure has already been granted, the WDNR has suggested that individual cap maintenance plans be created for the individual parcels to facilitate easier land divisions and property transfers in the future.
