Additional Property Attributes

The urban setting designation involves the subject property as well as the following parcel numbers: 6724107, 6722866, 6733452, 6706451, 6800593, 6830489. NEFCO is merely providing the urban setting designation to facilitate plans to seek a Covenant Not to Sue (submitted by a different environmental consultant). More than 50 jobs will be retained and the end user, Akron Steel Treating, plans to expand operations.

Former Use: The property which is the focus of the USD request was a former dry cleaning supply facility. A prior Phase II ESA indicated concentrations of TCE that exceed applicable standards at the property's boundary. An urban setting designation for a 7 parcel-area will assist with plans to obtain a Covenant Not to Sue for the property, which is needed by an adjacent property owner to expand his business. The area is served by Akron water, so the USD will demonstrate that no wells within the USD are being used for human consumption.

2022 Update: Phase I found 3-IAs: Auto Shop (VOCs, PAHs, TPH, metals), Quarry Fill (VOCs, PAHs, TPH, metals), Offsite plume (VOCs), SV & SSV samples above ALs for PCE/TCE.

Phase II found soils below commercial/industrial standards, GW above ALs for PCE, TCE, CIS and VC.

2019: The city of Akron (City) is requesting brownfield assistance to conduct limited Phase 2 investigation at the former Sav-Mor project property. The property consists of 2 parcels: one owed by the city (tax foreclosure 2013), one privately owned. The adjacent business Akron Steel Treating (AST) is interested in purchasing the property for expansion however further assessment primarily off property is needed to determine the extent of cleanup required. AST plans to request cleanup funding from JobsOhio.

The property is vacant and has not been used since about 2005. The most recent use was Sav-Mor Supply Co. (1970's-2005), a bulk distributor of PCE for dry cleaners. Other historic industrial uses over the last 100 years included a brick manufacturer (kilns were on the subject property); cement mix storage; tool and machine shop. No structures remain onsite. Activities ceased around 2005 and the property has remained vacant since that time. Previous investigations include VAP Phase 1 (2006), Clean Ohio Phase 2 (2006, onsite), Site Assessment Evaluation (2013-2014, on and offsite), TBA (2015, on and offsite) and some privately funded indoor air assessment (2015). The site is within an Urban Setting Designation area. Working with NEDO staff and CO risk assessor a scope of work will be prepared to address outstanding concerns for the off-property vapor intrusion pathway. Additional empirical data is necessary to determine the extent, if any, remedy is necessary off-site.
