Additional Property Attributes

The Property has three buildings occupying most of the Property area: an apartment building with a former bar occupying the ground floor, an apartment annex, and a former dance studio which appears to have been an addition to the building complex. The entire complex is vacant and is condemned from occupancy due to extensive fire damage that affected the former bar and part of the apartment complex. The Property is occupied by historical, abandoned multi-use (commercial, residential) buildings. The Property is owned by the Duluth Economic Development Authority and located within the City of Duluth, which is an EPA "Making A Visible Difference Community", and is currently vacant and in disrepair. Redeveloping the Property by reusing or replacing the buildings would benefit the surrounding neighborhood by addressing the abandoned Property and by creating new residential and/or commercial opportunities and jobs. An historical building would also be preserved if the future developer is able to reuse the existing building.

Former Use: Pastoret Terrace was constructed in 1887 as six townhouses. In 1924, a tavern was added to the ground floor. In the 1930s, the building was divided into 40 units and grew to 50, single-occupancy units by 2009. The tavern became the Kozy Bar in 1960. The existing buildings combined are approximately 20,000 square feet and occupy most of the Property area: apartment building with a former bar occupying the ground floor, apartment annex, and former dance studio which appears to have been an addition to the building complex. In 2010, the 50-unit building caught fire and affected the former bar and part of the apartment complex. The entire complex has remained vacant since that time and is condemned from occupancy due to the extensive fire damage. In November 2015, the Property was tax forfeited by a property management company to the State of Minnesota and currently is managed by St. Louis County. The City of Duluth did an ASTM-compliant Phase I ESA prior to taking ownership of the Property. The Property currently is owned by the Duluth Economic Development Authority.
