Additional Property Attributes

While cleanup and reconstruction have not yet begun, there is $750,000 in leveraged funding from the City of Lowell Capital Plan Budget.

Former Use: The property to be assessed (1170 Gorham Street) was originally part of the Middlesex North Agricultural Society Fairgrounds. Today, this property serves as a baseball field used by the City's Little League programs and school baseball programs. The baseball field immediately abuts the Butler and Shaughnessy elementary schools. The abutting property to the south east (86 Fay Street), and source of contamination, was privately held dating back to the 1800s. There is no known record of any occupied use of the property. It appears that the property was used for filling, as a significant of ash extending to almost 14 feet bgs exists at there. The City acquired the 86 Fay Street via a tax taking between 1945 and 1950 from Henderson L. Greenhill. The property is now redeveloped as a passive park but is currently closed off to the public. 106 Lundberg Street, a condominium development abutting 86 Fay Street to the south east, was originally part of the parcel (86 Fay Street) acquired through tax taking in 1945-1950. The City sold this portion of the property to Merrimack Valley Housing Partnership, Inc. in November 1989 for redevelopment. Following cleanup of the property at 86 Fay Street, it was discovered that ash extended beyond the boundaries of the site onto two neighboring properties, a condominium complex and a recreational baseball field. Discussions with MassDEP have determined that it is not possible to closeout the site without additional investigation in the area of the ball field. The City will seek to perform additional soil and groundwater sampling in this area and closeout the site with a permanent solution statement and activity and use limitation. Until the City can complete this work, the 86 Fay Street site is unable to be closed out under the MCP and reused as a park, which is the intended end use.
