Additional Property Attributes

Currently, there is a single, uninhabited church structure on the lot. The building was recently converted to a residence, but is not occupied. The church structure is the only building known to have ever been present on the Property. The Phase I assessment identified three findings including adjoining and upgradient closed leaking underground storage tank sites but no Recognized Environmental Conditions were identified in connection with the Property. The Property currently is occupied by a single, abandoned building. The Property is owned by the Duluth Economic Development Authority and is located in the City of Duluth, which is an EPA "Making a Visible Difference Community". The Property is adjacent to the Irving and Franklin neighborhoods, which are the target of the Western Port Area Neighborhood (WPAN) EPA Brownfields Area Wide Planning Program Grant. Redeveloping this abandoned property into a residential, commercial, or multi-use development would benefit the surrounding community by improving the Property and creating homes and/or jobs. Therefore this Phase I assessment was conducted for entire 1 block, to include the above referenced church property.

Former Use: Currently, there is a single, uninhabited church structure on the lot. The building was recently converted to a residence, but is not occupied. The church structure is the only building known to have ever been present on the Property. The Phase I assessment identified three findings including adjoining and upgradient closed leaking underground storage tank sites but no Recognized Environmental Conditions were identified in connection with the Property. Records show no development of the Property prior to 1908. From 1908 to 1966, the building was listed as a church. In 1976 the address was listed as vacant. From 1981-1996 and in 2006 the address was listed as a church. The Property is a tax forfeit property that was owned by the State of Minnesota and managed by St. Louis County. The City of Duluth conducted an ASTM-compliant Phase I ESA prior to acquiring the Property. The Property was acquired by the Duluth Economic and Development Authority in 2016 via a conveyance from the County. There are no known historic structures that were demolished on the Property. The building has a basement and one floor above ground. Other properties associated with this Phase I are currently residential with below median taxable market value.
