Additional Property Attributes

Current buildings consist of a former dairy food production building (26,000 sq ft) on the western half of the Property and an out-building/garage (2,500 sq ft) near the eastern corner of the Property. The majority of the northeast half of the Property is paved and historically has been used for truck/trailer parking. The current owner (Dairy Farmers of America) ceased dairy/food preparation and distribution operations at the Property in 2013. A state regulatory database identified two underground storage tanks (USTs) historically used at the Property in unknown locations; one was abandoned in place in 1993 and one UST was removed in 2000. The USTs may have been used for fueling food distribution trucks. A privately-funded Phase I ESA was performed for the Property in early 2016 that identified RECs on the Property as well as Off-site Risks. The Property is currently occupied by dairy distribution building that has been vacant since 2013. The Property is in the City of Duluth, which is an EPA "Making a Visible Difference Community", and is in a low-income neighborhood that is being targeted by the City for redevelopment. Redeveloping the vacant dairy building would benefit the surrounding neighborhood by reusing the facility, creating new commercial opportunities and jobs, and potentially identifying environmental concerns associated with historical site use. It is anticipated that a redevelopment use will include mixed-use (residential/commercial) with structured parking.

Former Use: Historically, the Property was used for residential properties and commercial activities including a blacksmith, laundry, filling station, and a dairy/food production and distribution facility. Historical buildings on the Property include residential flats, blacksmith, livery, dairy, filling station, and laundry. The current owner (Dairy Farmers of America) ceased dairy/food preparation and distribution operations at the Property in 2013. The majority of the northeast half of the Property is paved and historically has been used for truck/trailer parking. The Property owners conducted an ASTM-compliant Phase I ESA. The City of Duluth prepared a Sampling and Analysis Plan (SAP) which was approved. The project was cancelled before the Phase II investigation could occur.
