Property is located in downtown Coos Bay, Oregon, and occupies the western three-quarters of the City block bound by South 2nd Street, Central Avenue, State Highway 101 (Broadway Street) and Commercial Avenue in downtown Coos Bay. The Property was vacant on the upper floors, and leased by an insurance firm, retail clothing store, coffee shop, and bar on the ground floor in the time this project was completed. The City of Coos Bay intended to acquire the American Building Property, and then sell the property to a non-profit that had been raising money to restore the building. The deal to acquire the Property fell through as a result of the current owner re-negotiating leases with existing tenants, a clear violation of the purchase and sale agreement between the current owner and the City. The terms of these leases were very unfavorable, forcing the City to abandon its acquisition of the Property.

Former Use: Prior to the building in the 1920s, the site was comprised of three dwellings and their associated outbuildings. The building has always been used for commercial and retail space. The upper floors have fallen into a state of disrepair and subsequent vacancy for some time. The age of the building determined the presence of asbestos and lead paint were likely. Upon sampling, these assertations were confirmed in a regulated building materials survey report. During the historical document review, Sanborn maps and aerial photos confirmed the historical presence of a gas station on the northern adjacent property. Soil, soil gas, and groundwater sampling did not identify evidence of migration of a significant release associated with the former gas station onto the Property. Low levels of VOCs and petroleum hydrocarbons were detected below DEQ RBCs. A heating oil AST was located in the basement. Sampling of the basement sump identified diesel-range petroleum hydrocarbons. Potential sources for the low-level concentrations detected include a release from a basement heating oil AST or lubricants associated with basement elevator equipment. Evidence of a small spill near the AST and possible slow leak of the hydraulic fluid of the elevator equipment are likely sources. No applicable DEQ RBCs were exceeded in the sump water sample. It was recommended that sub-slab sampling be conducted. Sampling of the sub-slab environment, other than collection of a sump water sample, could not be completed due to the thickness of the basement slab.
