Additional Property Attributes

The subject property consists of one 0.23-acre parcel of land. The property is situated on the south side of W. Michigan Avenue and is located within the western portion of the City of Three Rivers. The property currently consists of a vacant grass-covered lot. According to various historic sources the subject property has been developed and used for commercial and/or residential purposes since as early as 1916. Sanborn maps and city directories indicated that the site was developed and occupied by various grocery stores and residential dwellings from the early 1900s through the mid-1980s. In 1989 Samuel and Marietta Combs began operating a dry cleaning business at the site identified as Combs Cleaners. Combs Cleaners operated at the property from 1986 until at least 2004. The property sat vacant for several years when the City of Three Rivers acquired the property through the St. Joseph County delinquent tax process in April of 2016. The property was previously developed with a 2,420-square-foot building that was recently demolished within the last year. The historic use of the subject property as a dry cleaner business from 1986 through 2004 and the specific use of a dry cleaning solvent identified as tetrachloroethene (PCE) during the operations previously conducted at the site is considered an REC.Groundwater investigation activities in the vicinity of the project site have demonstrated the possibility that the site has contributed PCE contamination to area-wide groundwater contamination. As a result, MDEQ listed the site on its Part 201 list of contaminated sites. The data demonstrates that the site meets the definition of a �facility� as defined by Part 201 of NREPA (1994 PA 451).

Former Use: The site was a vacant lot at the time of the most recent assessment activity. Sanborn maps depict the subject property as developed with residential homes in 1916 then a store, a dwelling, and an outbuilding were located in the northern portion of the property and a dwelling and outbuilding in the western portion of the site in 1927 and 1961.the Combs family was operating a dry cleaner at the site since at least 1986. According to the assessor records obtained from the City of Three Rivers the western portion of the site was at one time its own parcel that was later combined with the 512 W. Michigan portion of the current 0.23-acre subject site. According to the records the former 104 Hooker Avenue parcel was owned by Lee Barnes who sold the property to Frank Dalponte in 1967. The records show that the Dalponte family owned the 512 W. Michigan portion of the site as well and they sold the property to Samuel and Marietta Combs in 1986. The 0.23 acre property was then owned by Samuel and Marietta Combs until the City of Three Rivers acquired the property through the St. Joseph County delinquent tax process in April of 2016. All remaining structures previously located at the site were razed in 2016. No additional historic ownership information was available for the property.
