Additional Property Attributes

The subject property is improved with a one-story, commercial car wash building constructed in 1972. The building is constructed of masonry on a slab-on-grade foundation. The front fa�e of the subject building is faced with decorative brick. Additional buildings located on the subject property include two attendant booths and a storage shed, all constructed in 1980. At the time of the property reconnaissance, the buildings were vacant. Adjacent properties include Nichol Avenue and an oil change facility to the north, a vacant former donut shop to the northeast, a residence to the northwest, a vacant former bank to the east, and a PNC Bank branch to the west. The interior of the car wash building contains an office and the drive-through car wash area. Small containers of vehicle cleaners were present inside the car wash building, and several floor drains and a sump/separator are also located inside the building. Staining from machine oils was observed on the floor of the car wash interior. Two, 5-gallon containers of oil were observed outside the car wash exit door. No staining was observed on the pavement below the containers. One aboveground storage tank (AST) is located on a paved area adjacent to the storage shed on the south side of the subject property. According to the property owner, the AST was utilized by the previous owner (now deceased) for oil storage. He stated that the AST was empty when he purchased the subject property in 1996. Staining was observed around the AST and appeared to have migrated off the pavement to the south. Five monitoring wells from previous investigations are present on the subject property.

Former Use: The history of the subject property was researched using standard historical sources to evaluate potential historical uses of the subject property of environmental concern. According to aerial photographs, city directory, assessor and owner information, the subject property was undeveloped from prior to 1953, until it was developed with a car wash and gas station in 1972. In 1992, gasoline dispensing activities ceased at subject property. Car wash operations continued at the subject property until 2015. The subject property is currently vacant. Adjacent land uses to the north and west were originally residential. A gasoline station was present on the adjacent property to the northeast in the 1950s. No information was identified for the gasoline station on the Indiana Department of Environmental Management (IDEM) Virtual File Cabinet (VFC). Based on the downgradient/lateral location of the site, it is likely that potential releases on the site would flow to the north-northwest, away from the subject property. Additional commercial development to the north, east, and west was conducted in the 1970s.
