Additional Property Attributes

The subject site was developed and used for manufacturing purposes from the late 1800s through the early 2000s. The property is currently undeveloped with no structures located on site. The most recent buildings at the property were demolished in June of 2003. Previous industrial operations conducted at the subject site include a metal stamping plant, heating and air conditioning manufacturing plant, and an electrical equipment manufacturing plant. Specifically, the subject property occupants identified in historic Sanborn maps dated back to the early 1900s through the 1990s included Jackson Drop Forging Co, Spring and Axel Co., a crankshaft factory and the Leroy Street Kelsey-Hayes Plant. Smalley Construction Inc. acquired the 20.34-acre property on November 29, 2016. Smalley Construction Inc. is a demolition company that specializes in concrete recycling. Two years ago Smalley Construction, Inc. acquired the adjacent property to the south of the site. With the acquisition of the site Smalley Construction, Inc. plans to expand their concrete recycling operations.Based on the extensive manufacturing history associated with the subject site various environmental assessments have been conducted on the southern portion of the property over the years including State of Michigan-funded assessment and demolition activities. The previous assessments completed from 1997 through 2003 include a Phase I ESA, several subsurface investigations (i.e., soil and groundwater sampling events), a Baseline Environmental Assessment (BEA) and demolition activities. A BEA was conducted for the property in 1997. Based on the concentrations of contaminants detected at levels that exceed one or more generic residential cleanup criteria the property meets the definition of a �facility� as defined by Part 201 of NREPA. Soil and groundwater contaminants identified at the site include various VOCs, semi-volatile organic compounds (SVOCs), PCBs, and metals. During 2003 Demolition concern observed include former use of UST, stained soil solvent odors and burried stained concrete reported. Based on Lack of assessment of these items Envirologic conducted additional soil and groundwater sampling activities in 2016. Metals, VOCs and PNAs were detected above cleanup criteria levels in soil and or groundwater.

Former Use: The southern portion of the subject site was developed and used for manufacturing purposes from the late 1800s through the early 2000s. The property is currently undeveloped with no structures located on site. The most recent buildings developed at the property were demolished in June of 2003. Previous industrial operations include metal stamping, heating and air conditioning manufacturing plant, and electrical equipment manufacturing. Subject property occupants identified in historic Sanborn maps dated back to the early 1900s through the 1990s included Jackson Drop Forging Co, Spring and Axel Co., a crankshaft factory and the Leroy Street Kelsey Hayes Plant. owned by Blackman Township. Jackson Alliance for Business (JABD) acquired the property in 1997. JABD was a nonprofit organization who regained absolute title of the property as a result of default by the former land contract vendee (Michigan Industrial Holdings, Inc.). Blackman Township most recently owned the property. Other previous owners include Jackson Alliance, Inc., Horizon Industrial Consultants Inc., Junction Manufacturing Company and Kelsey-Hayes Company. The property is currently undeveloped with no structures located on site. The site was previously developed with one 100,000-square-foot manufacturing building and one 3,125-square-foot building formerly identified as the shipping building. These buildings were demolished in June of 2003. In October of 2016 Joe Smalley of Smalley Construction Inc. cleared the dense vegetation that had overgrown the area of the 2003 demolition footprint.
