Additional Property Attributes

The Phase I Environmental Site Assessment (ESA) completed in December 2016 did not identify Recognized Environmental Conditions (RECs) or Vapor Encroachment Conditions (VECs) associated with the subject properties. No additional investigation was recommended. The lots will be utilized to increase greenspace at Winner Park.

Former Use: The subject properties consist of four vacant lots with a total area of approximately 1.37 acres, located adjacent to Winner Park in a historic residential neighborhood close by the Blue Valley industrial district. The four lots were all platted as part of Lot 1, Dittman Homestead in 1918. The parcel on the northeast corner of the site located at 8619 Independence Avenue was previously occupied by a residential structure which was built prior to 1936 and demolished by 1976. The remainder of the lots appear to have been open green space at least since the platting. The Land Trust of Jackson County, Missouri (Land Trust) acquired the subject properties during 2011 and 2012 in the matter of foreclosure of liens for delinquent land taxes. The subject properties were transferred from the Land Trust to the Kansas City, Missouri Land Bank in April 2013.
