Additional Property Attributes

The future plans for the property included renovating the commercial building and utilizing 5502 Euclid Avenue as parking for the commercial structure. Several proposed uses were evaluated, including community space, retail and youth programs. Results of the Phase I Environmental Site Assessment (ESA) indicated that potential on-site Recognized Environmental Conditions (RECs) exist at the subject property (property), including the historical uses as a dry cleaner and printing shop. Off-site RECs included the presence of three historical auto stations in close proximity to the property, one of which is within 300 feet of the property and upgradient. A Vapor Encroachment Condition (VEC) is potentially present at the property. As the building was not accessed during the Phase I ESA, a data gap exists regarding the condition of the building and potential contamination. A Phase II ESA, lead-based paint survey, and asbestos containing building materials (ACBM) survey were recommended. The applicant, Blue Hills Community Services (BHCS), had trouble securing access and negotiating purchase with the owner. A new Executive Director of BHCS has taken over and indicated that they currently had no plan to acquire these properties and did not expect any change in this status in the foreseeable future. Therefore, the City informed BHCS that the remainder of the project will be canceled and not performed. As of 3/6/16, the balance of grant funds committed to the environmental services contract for this project was liquidated.

Former Use: The property consists of two parcels with a total acreage of 0.271 acres, located at the southwest corner of East 55th Street and Euclid Avenue. Improvements include a 4,500 square feet commercial building and two lots totaling 11,500 square feet. Historical uses include a hardware store at 1917 E. 55th Street in 1955; Bell�s Drycleaner by 1960; and a print shop by 1965 until at least 1970.
