Additional Property Attributes

The detected concentrations for contaminates were below the most restrictive ILRP SWS for soil or below laboratory reporting limits. Asbestos and Lead based paint sampling was needed on the property. The city obtained title to the property. In September 2022, a structural engineer deemed the structure unstable and unsafe to enter for asbestos mitigation. The City of Clinton obtained a Brownfields Cleanup grant and RLF loan to finance a RACM demolition of the structure. In August 2023 the building on the end of the block located at 1006-1008 S 4th St and attached to the row of buildings on the block partially collapsed causing all of the structures to lean and become even more unstable. The City of Clinton completed a RACM demolition of the structure located at 1002 S 4th St along with the entire north block of 1000 South 4th St in May 2024. Once site was cleanup it was seeded and graded for reuse. The city sold 1002 S 4th St along with 1004 & 1006-1008 S 4th St to a private developer in Nov 2024. Redevelopment of the site commenced in Nov 2024 on the construction of four townhomes. Townhomes will consist of 1,500 sf of living space and a two-car garage each. Anticipate these being completed spring/summer 2025. Estimated investment: $1,200,000.

Former Use: The property was built in 1868 and has most recently been used as rental property. The property is currently vacant and in foreclosure. The property is currently located in a primarily residential/commercial area of Clinton, Iowa. Adjacent properties have presence of vent pipe and fill port characteristic of underground storage tank and brick-lined well/cistern filled with historic debris. Another adjacent property has a history as an auto repair/auto sales shop. The city acquired the property and plans to abate complete RACM demolition utilizing EPA Brownfields Cleanup grant and ECIA Brownfields RLF funds and then make ready for redevelopment.
