Incorporate green building techniquesGreen building is the practice of creating healthier, more resource-efficient models of construction, renovation, operation, maintenance, and demolition. Green building techniques can be instrumental in addressing increased frequency and intensity of extreme weather events and natural disasters by more effectively controlling stormwater, reducing waste and energy use, and designing smarter infrastructure that allows for adaptation and mitigation. Techniques may include green roofs; energy, lighting, and water efficiencies; use of sustainable building materials; and incorporation of passive survivability features. Passive survivability is a building's ability to maintain habitability without relying on external utility systems for power, fuel, water, or sewer services, as well as being better able to withstand floods, severe weather, and temperature extremes.

Additional Property Attributes

Former Use: The property was built in 1900 and has most recently been used as bar, until the business was shut down in 2008 due to the condition of the building. The building is currently vacant and has been abandoned. Previous uses are unknown at this time. The building is blighted and is part of a larger block of buildings with shared walls. The city had previously looked at demolition of the property in 2008, but funds were not available to proceed at that time. The city acquired through 657A (nuisance) process and took title to the property. The city plans to demolish the buildings and redevelop the site into commercial use consistent with the character of downtown. Associated with ACRES #22102, 22104, 227103 & 253949
The detected RCRA metals concentrations from soil samples collected at the Property were below the most restrictive DNR ILRP SWS for soil or below laboratory reporting limits. Property contained asbestos containing material however final inspection was not completed as a structure engineered deemed buildings unstable and condemned structure in 2022. City received an EPA Brownfield Cleanup grant and a ECIA RLF Loan for this property and five others that comprised the 1000 S 4th St Block (see ACRES ID#253949) to complete a RACM demolition. On 8/11/23 this property (1006-1008 S 4th St) suffered a partial collapse. The city hired an excavator firm to stabilize the site to prevent any further damage. RACM demolition was started August 2023 and completed in May 2024 on the site and the neighboring four parcels. ACM material was piled and covered and then removed as part of the 1000 S 4th St Block cleanup project. Once entire project site was cleaned up it was seeded and graded for reuse. The city sold 1006-1008 along with 1002 & 1004 S 4th St a private developer in 11/2024. Redevelopment of the site commenced in 11/2024 on the construction of four townhomes. Townhomes consist of 1,500 sf of living space and a two-car garage each. Townhome construction completed May 2025. Open house held 5/30/25. Estimated investment: $1,200,000. See ACRE ID 528523
