Additional Property Attributes

A service/filling station was located within 0.03 of a mile of the property. Also there was a swimming pool on the property. A small motor oil stain was observed in the basement. A 55 gallon plastic drum was observed in the boiler room and it was unclear what the contents were of the drum. Because of these findings further investigation was recommended. A Phase II was completed in March 2022 and did not find the presence of any contamination other than Lead which was slightly elevated above statewide standards, which is not uncommon for Iowa. The Phase I and II reports were submitted to IA DNR and no further investigation was recommended at this time based on the findings. An ACM and LBP inspection indicated the presence of ACM above SWS requiring ACM abatement before renovation or demolition of structures on the property. LBP was found and inspector recommended lead-safe practices be utilized during renovation of the building. In 2022 a Moisture and Microbial Inspection was completed identifying various molds throughout the property that may impact health. Appropriate PPE must be worn during any renovation/deconstruction of the property and lead-safe practices will be utilized by contractors. Due to delinquent taxes, the city acquired the site on 8/3/2020 through IA Ch657(a). They plan to cleanup the site to make it ready for future redevelopment. Former Use: The property was previously an active and functioning YMCA with a pool, indoor exercise facility, and offices. It was built in the early 1900s, and a significant addition was built in the 1960s. The YMCA continued to operate as such until it merged with YWCA in 2008. A portion of the original building was used as a homeless shelter until 2020, when the property was completely vacant. The property sits at a major intersection downtown and has become blighted and abandoned. The city has identified the property as a historic restoration possibility, but the condition of the building structures has dissuaded purchasers.
On 12/30/24, the far westerly 25 sf of the property consisting of a parking lot was parceled off (new parcel #8015620001) and sold to a neighbor for the expansion of business parking. This portion did not contain any buildings and was not part of the cleanup.
Update: Phase 1-separation of additions from the historic building and RACM demolition of the area separated commenced on 1/28/25.
