Additional Property Attributes

The subject property is being considered for an urban agriculture project to provide community support for gardens and potential food production. This proposed orchard site is a collaborative effort between the Boys and Girls Club of Kansas City and the Future Farmers of America groups from the rural areas in Missouri�s Fifth Congressional District. The Phase I Environmental Site Assessment (ESA) completed in February 2016 indicated that on-site Recognized Environmental Conditions (RECs) included an area of stressed vegetation of unknown composition or origin and a small mound of fill material of unknown origin. Off-site RECs included the presence of four historical auto stations and dry cleaners in close proximity to the subject property, three of which are adjacent. The close presence of auto stations and dry cleaners, combined with a long historical period of operation of many historical cleaners and auto stations in the vicinity of the subject property, represent a Vapor Encroachment Condition (VEC) at the subject property. A Phase II ESA was recommended. As of 9/18/2017, the Urban Orchard Project was moved to the Vacant Properties Coalition for completion of the Phase II ESA. The Phase II ESA completed in May 2017 indicated typical urban soil conditions of a former demolished site, with disturbed soils that have relatively variable conditions across the property. Generally, there are no contaminant conditions that prohibit re-use of the site; however, arsenic concentrations in the soil are above Missouri Risk-Based Corrective Action Program (MRBCA) cleanup thresholds. The arsenic concentrations are generally within background soil levels for Jackson County, Missouri, and are not expected to pose a limiting condition on the use of the site for urban agricultural production. The site soils were found to be poor for cultivation and will require extensive amendments. A site improvement plan based on soil conditions is recommended for the site. This plan will focus on preparation of the soil for plant bed preparation (i.e., to reduce the possibility of arsenic uptake, raised beds with imported soil is recommended), including tillage, compost amendments, and planting of desired trees, crops, and vegetation.

Former Use: The subject property consists of 2.64 acres of vacant land located between Olive Street and Wabash Avenue at 45th Street. The subject property was formerly the location of the Henry C. Kumpf School, part of the Kansas City School District. The school opened in 1912 and grew rapidly until 1920, when it occupied thirteen rooms all in annexes. A new building was erected as an elementary school with dedication ceremonies occurring on March 11, 1921. The school building was demolished between August 1996 and June 1997.
